Overall purpose of the role:

Responsible for overseeing the implementation of project activities, the shelter and settlement team leader plays a crucial role in ensuring effective planning, coordination, and management of project staff. Reporting directly to the project manager, this role entails providing not only technical expertise but also strong leadership in project implementation, thereby ensuring the successful achievement of project objectives related to sustainable interventions. By guiding and supervising project staff, the team leader fosters a collaborative environment that facilitates the seamless execution of project tasks, ultimately contributing to the overall success and impact of the project.

About you

To be successful in this role we expect you to be responsible for the following responsibilities:-

  1. Program Implementation:
  • Leadership and Management: Lead and manage the Shelter and Settlement (S&S) team, setting clear objectives, conducting human resource planning, and overseeing performance reviews and management to ensure the well-being and development of team members.
  • Planning and Implementation: Ensure effective planning and implementation of sector/support activities, providing support to each team member to plan and execute activities efficiently.
  • Goal Setting and Logistics Coordination: Set weekly goals in alignment with the project work plan, ensuring clarity and direction for the team. Coordinate logistical arrangements required to meet these goals, including procurement of materials, scheduling of transportation, and allocation of resources.
  • Stakeholder Engagement: Engage in proactive coordination with stakeholders, both internal and external, to ensure alignment of efforts and optimize collaboration towards achieving weekly objectives.
  • Quality Assurance: Develop and implement quality improvement and quality assurance processes and tools, fostering a culture of continuous improvement within the team.
  • Technical Support and Inputs: Offer technical support and inputs to team members and other S&S teams in Iraq, assisting in overcoming programmatic issues, particularly in contractor management during construction work.
  • Adherence to Code of Conduct: Support adherence to the Code of Conduct, proactively identifying and managing potential personal and work-based issues within the team.
  • Work Plan Management: Update the monthly work plan and project management tool for the team, ensuring alignment with project targets and responsibilities allocation, and collaborating with the Project Manager to address bottlenecks and mitigate delays.
  • Budget Monitoring: Monitor project budget, ensuring activities remain within budgetary constraints, and participate in the preparation of case studies, reports, and proposals for donors, including budget drafting.
  • Monitoring and Evaluation: Lead the team in conducting monitoring and evaluation exercises, facilitating data-driven decision-making and program improvement.
  • Coordination with MEAL and IM Teams: Coordinate with the MEAL and IM teams, ensuring effective data collection and reporting mechanisms.
  • Protection Mainstreaming: Ensure the mainstreaming of protection principles in all S&S project activities and promote accountability, transparency, and adherence to the Code of Conduct principles.
  • Effective Communication: Communicate effectively with the Project Manager regarding staff management and project activity progress, risks, changes, and barriers, ensuring transparency and alignment.
  • Stakeholder Collaboration: Collaborate closely with key stakeholders to ensure smooth, accountable, and compliant project implementation, identifying and implementing process improvements as necessary.
  • Engagement with Technical Experts: Engage with internal and external technical experts on sector-relevant issues, leveraging expertise to enhance project outcomes.
  • Representation at Meetings: Represent DRC at meetings and relevant technical coordination forums, advocating for project needs and objectives.
  • Integration with Other Sectors: Ensure integration with other DRC sectors, including protection, economic recovery, CCCM, social cohesion, MEAL, etc., fostering a holistic approach to humanitarian assistance.
  1. Other:
  • Financial Monitoring: Monitor financial commitments and expenditures against budgets, providing timely feedback on budget follow-up to inform decision-making.
  • Logistics Coordination: Proactively plan and coordinate logistics and staff movements between operational areas, ensuring efficient resource allocation.
  • Procurement Management: Initiate procurement processes and oversee their execution, ensuring compliance with DRC processes and timely delivery of goods and services.
  • Documentation Preparation: Prepare and share required documentation with the supply chain/logistics team in a timely manner, facilitating smooth project activity implementation, including procurement, contract management, distributions, and payments.

Experience and technical competencies:

  • Holds an engineering degree coupled with a minimum of 2 years of managerial experience at a mid to senior level, ideally within the humanitarian response and refugee and IDP domain, gained from esteemed international NGOs, UN agencies, reputable private firms, relevant ministries, or local authorities.
  • Brings forth a solid foundation of at least 3 years of hands-on experience specifically in shelter upgrades and/or WASH sector, acquired through dedicated service within national/internation NGOs.
  • Demonstrates adeptness in overseeing and managing technical projects, utilizing robust project management tools to ensure meticulous planning, execution, and monitoring.
  • Displays unwavering dedication to mastering and implementing organizational policies and procedures, contributing to a culture of excellence and compliance.
  • Proficient in utilizing industry-standard software packages including MS Word, Excel, PowerPoint, and AutoCAD, facilitating precise documentation, archiving, and effective communication within project environments.
  • Boasts extensive field expertise in implementing and executing engineering projects, showcasing a proven track record of achievement amidst challenging operational landscapes.

Education:

  • Educational Background: Advanced university degree in architecture, construction management, civil engineering, water and sanitation engineering, electrical engineering, or mechanical engineering.
  • Project Management: Certifications or coursework in project cycle management preferred.
  • Experience Consideration: Significant relevant experience may be considered in lieu of an advanced degree, if appropriate.

Languages:

  • Professional proficiency in English
  • Professional proficiency in Arabic
  • Proficiency in Kurdish, Turkmen, and Assyrian languages is an asset.
