Result of Service
Under the guidance of the UN Resident Coordinator, and overall supervision of the Head of the RCO, the international consultant will be responsible for the implementation of the assignment and deliverables, which include: – Inception report based on desk review outlining the methodological approach for the CF design, work plan and timelines approved by the RC/UNCT; – Take stock of UNDAF 2018-2021 and UN Common Approach achievements, document key lessons learnt and propose strategic recommendations for informing the implementation of the new Cooperation Framework. – Facilitated discussions among UNCT on visioning, prioritizing, and validating strategic priorities and related development outcomes/outputs (methodology should include innovative planning tools suited to the changing context of Sudan, such as foresight methods or others); – Multi-stakeholder consultations held as feasible under guidance of the RCO; – Theory of Change and the Results Matrix agreed by the UNCT; – Draft Cooperation Framework document, in line with CF guidelines and UNCT/Partners strategic inputs and comments; – Collect and document obtained comments and suggestions for improvement including from the Peer Support Group and DCO; – Finalize the Cooperation Framework document, accepted and approved by the RCO; – Prepare a presentation of the Cooperation Framework and other visualization products, as required.

Duties and Responsibilities
UN Development Coordination Office- Regional Office for Africa (DCO-ROA) was established on 23 July 2019 in the context of the reform of the UN Development System (UNDS) to operationalize the UN General Assembly resolution 72/279 . The office supports 53 UN Resident Coordinators (RCs) and UN Country Teams (UNCTs) in Africa to reposition the UNDS and helps Member States to deliver on national objectives and priorities, the 2030 Agenda for Sustainable Development and SDGs; and Agenda 2063 – the Africa we wantThe overall objective of the assignment is to support UNCT Sudan in developing the next Cooperation Framework for Sudan. Under the overall supervision of the Resident Coordinator and the RCO Team Leader, the consultant will be responsible for the preparation and implementation of the assignment, which includes: – Formulate a detailed workplan that will guide the international consultant in supporting the development of the new Cooperation Framework in the context of Sudan. The methodology should be informed by an analysis of the overall country context against the 2030 Agenda and the SDGs, and based on a desk review of the existing UN and non-UN analytical secondary sources, including but not limited to the Common Country Analysis, and other key UN and non-UN documents. – Facilitate the overall consultation and CF design process. – Draft the new Cooperation Framework document for Sudan, under the RCO/UNCT guidance and leadership.
Qualifications/special skills
• Advanced University degree in international development, public policy or related field is required. A minimum of 10 years of relevant professional experience, including in the area of international development, visioning and strategic planning and designing sustainable development strategies and programmes is required Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents, is required Ability to undertake complex analysis and to apply qualitative and quantitative analytical methods, under time constraints, is required • In-depth knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming with regard to the SDGs and the 2030 Agenda, is desirable Good understanding of fragile settings is desirable
Languages
• Fluency in English, both written and spoken is required. • Knowledge of Arabic is desirable.
