JOB DESCRIPTION

 

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support. The EIB, the European Union’s bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC) at its headquarters in Luxembourg, Head of Planning and Analysis Division (PA).

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose

As the Head of the Planning and Analysis Division, you’ll lead three dynamic units, driving the EIB Group’s corporate financial and cost management. You’ll oversee corporate financial planning, budgeting, cost accounting, and reporting, ensuring the delivery of financial, profitability, and cost coverage projections that support strategic decision-making and the Group Operational and Capital Plan. Additionally, you’ll develop an active cost management framework, leveraging advanced analytical tools and data to foster efficient budget planning and utilization. Your strong analytical mindset will allow you to dissect intricate data, transforming it into concise, insightful reports and actionable strategies.

Operating network

As the Head of Division PA, you’ll report directly to the Head of the Corporate Financial Planning and Control Department within the Chief Financial Controller Directorate. You’ll collaborate closely with other Division Heads and various services across the EIB Group, including GLO, GR&C, HR, OPS, SG, and EIF. Your role will require strong partnerships with all Bank services, ensuring seamless coordination and communication.

Internally, you’ll interact with departments such as CFC, FI, GCS, GLO, GR&C, HR, OPS, SG, and coordinations from all DGs of the Bank, as well as EIF. Externally, you’ll engage with service providers, the European Commission, other EU institutions, peer groups in other IFIs, and professional organizations. This is a unique opportunity to build a broad network and drive impactful financial strategies within the EIB Group.

Accountabilities

In cooperation with the Head of the Corporate Financial Planning and Control Department, as the Head of Planning and Analysis Division you:

  • Strategize and Lead: Set the Division’s strategy, objectives, and work plans to align with the Directorate’s goals.
  • Oversee Operations: Plan, organize, and supervise Division activities to ensure timely and accurate delivery of objectives, fostering cooperation across teams and stakeholders.
  • Empower Your Team: Build, motivate, and develop your team, driving a culture of continuous learning and knowledge sharing.
  • Optimize Financial Planning: Manage cost accounting, budgeting, and profitability frameworks to support efficient budget planning and utilization.
  • Resource Planning: Contribute to the Group’s Annual Resource Plan by analysing workforce use and creating budget scenarios.
  • Monitor and Report: Track budget utilization, promote cost-effectiveness, and identify actionable cost drivers.
  • Develop Models: Create and maintain quantitative models for forecasting profitability and cost coverage.
  • Challenge and Analyse: Perform systematic profitability analysis and propose corrective actions.
  • Deliver Insights: Provide profitability and cost coverage reports to Senior Management and Governing Bodies.
  • Maintain Standards: Ensure policies, procedures, and controls are in line with best practices.
  • Collaborate and Represent: Work with internal and external stakeholders, including EU institutions and professional associations.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) in finance, accounting, maths, physics, engineering or another quantitative subject;
  • Postgraduate studies in a quantitative field (MSc, PhD) or internationally recognised professional qualification in Financial Management or Financial Accounting (e.g. CGMA, ACA, ACCA, CFA) would be an advantage;
  • At least 10 years of relevant professional experience in the area of financial planning and control, budget and cost management, financial accounting or a banking front-office or risk management function with exposure to quantitative modelling, preferably gained in a bank or a multinational organisation;
  • Experience of managing and coaching staff, ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback);
  • Knowledge of financial modelling and quantitative analysis as well as knowledge in VBA and Python will be an advantage.
  • Knowledge of planning and cost accounting methodologies, business process analysis and modelling will be an advantage.
  • Some knowledge of the EIB mission, activity, organisation, processes, products, and mandates;
  • Excellent knowledge of English and/or French** and solid knowledge of the other language. Knowledge of one or more of the languages in which the Division operates would be an advantage.
