JOB DETAIL

The scope of this Call for Expressions of Interest is to find qualified affiliate workforce to support L2/L3 countries in the above functional area.   
  
  Qualified affiliate workforce will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.  
•    Support deployments are considered for affiliate workforce already in service of the Organization, including those on contract break with a new assignment planning to start over in the short term.

•    Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application. 
•    Selected candidates will receive a notification of their inclusion in the IST. From that moment they might be called for a surge support at any time, and in line with the duration of their contract.  
•    Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.  
•    Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).  
•    Affiliate workforce deployed will be reporting to the assigned supervisor for the duration of surge and the change in reporting lines will be reflected in GRMS.   
•    Applications received after the closing date will not be accepted. 

Organizational Setting

FAO country offices, headed by a FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Reporting Lines

The Field Security Specialist deployed for surge support will report to the Technical Officer, under the technical oversight of the FAO Representative in the country of assignment and under the technical supervision of the Chief of FAO Security Services (CSLS).

Technical Focus 

The Field Security Specialist provides support and advice to the FAO Country Representative and other senior personnel, as required.

Tasks and responsibilities

•    Apply and monitor the implementation of established Organization and applicable United Nations Security Management System (UNSMS) policies and procedures on Safety and Security in the AoR;
•    Make recommendations with a view to ensuring continuing compliance with the UN System-wide Security Risk Management Measures (SRM/SRMM) and the Residential Security Measures (RSM) and follow up on these recommendations to ensure their implementation in the AoR;
•    Contribute to the permanent coordination with the United Nations Department of Safety and Security (UNDSS) country team, with government counterparts and other local authorities in the AoR (political and humanitarian, police, military, etc.) as required;
•    Participate in Security Cell meetings contributing to the Security Risk Management process, discussions on Local Cost Shared Security Budget by providing information regarding FAO activities and programme assessments, and briefs the FAO Representative on issues discussed;
•    Contribute to increasing awareness on Safety and Security, elaborates advisories and implements security training for all staff, dependents and provides quality briefings for staff/dependents and visitors;
•    Contribute to the planning, coordination and execution of evacuations and relocations of the staff and, where applicable, their dependents;
•    Ensure protection of FAO personnel and eligible family members, assets and facilities in accordance with provisions of the UN Security Management System by strengthening the security arrangements at FAO facilities through appropriate security and contingency planning and, in close cooperation with the UN Department of Safety and Security (UNDSS), by coordinating 24/7 response to all security-related incidents involving FAO personnel and assets in the AOR;
•    Advise and assist FAO personnel in the compilation and submission of security incident reports and report immediately on all security-related incidents involving FAO staff and assets to the FAOR, Chief Field Security Office in Rome and provide written security updates to the FAOR;
•    Plan and coordinates the mandatory safety drills at FAO premises;
•    Support the deployment and utilization of operational emergency communications systems, including its installation, operation and maintenance;
•    Undertake missions to the program sites in the AOR as required and assesses prevailing local security conditions, identifies security risks and advises personnel on security risk management strategies;
•    Directly supervise security personnel including training and performance monitoring of security contractors, guards and security escorts personnel;
•    Keep a record of all security related assets (Radios, Sat phone, PPEs, Armored Vehicle, X-Ray scanners and metal detectors, medical equipment) and ensures that equipment is correctly maintained and that FAO personnel are trained in their use; Provide advice on selection and procurement of other appropriate security and safety equipment;
•    Performs other duties as required.

•    Experience in security matters, in risk management or safety and security service in a national security and/or military setting.

Technical/Functional Skills  

•    Work experience in more than one location or area of work, particularly in field positions, is desirable;
