Under the overall supervision of the Project Manager (PM), the successful candidate will be responsible for coordinating community engagement on a wide range of issues related to the development and implementation of the Migrant Resource and Response Mechanism (MRRM). The candidate will be closely working with the Project Manager and the field project teams to ensure smooth and effective planning, implementation, coordination and reporting of project activities related to Community Engagement and Awareness Activities.
The focus will be on community engagement, awareness-raising, and ensuring effective two-way communication between migrant populations and host communities.
1- In collaboration with the PM, design and plan community-based activities that foster engagement between migrants and host communities, including community dialogues, cultural exchange programs, recreational activities, and focus group discussions.
2- Organize community events such as health outreach, education awareness campaigns, and cultural celebrations to promote peaceful coexistence and social cohesion.
3- Develop messaging and materials that address the specific needs of different community groups, ensuring inclusivity of gender, age, and ethnic backgrounds.
4- Develop and oversee the implementation of work plans for community engagement initiatives across various projects, setting clear deliverables and monitoring progress.
5- Lead the development and dissemination of awareness-raising materials, including posters, brochures, videos, and radio messages, aimed at informing migrants and host communities about available services and MRRM activities.
6- Track and evaluate the effectiveness of these campaigns by monitoring their reach, community feedback, and impact on both awareness levels and community relations.
7- Leverage local media outlets and social media platforms to amplify key messages and ensure that campaigns reach remote or underserved areas.
8- Provide ongoing training to field staff on how to collect and document migrant testimonials, conduct interviews, capture high-quality photos, and disseminate culturally sensitive awareness materials. Incorporate Communication for Development (C4D) principles to ensure content contributes to positive social change.
9- Facilitate monthly workshops to build the skills of field staff, ensuring they remain up to date with IOM standards, gender mainstreaming, protection principles, and best practices in community engagement and communication.
10- Assist in writing project proposals for Communication and Community Engagement (CCE) activities, focusing on securing funding for innovative and effective engagement strategies.
11- Develop creative content such as photo essays, video testimonials, and short films showcasing the experiences of migrants and host communities, ensuring visibility in both national and international media.
12- Facilitate community-driven partnerships that empower local actors to take the lead in resolving issues related to migration, social tensions, and the provision of services to migrants and host communities.
13- Conduct regular field visits to assess community engagement and awareness activities, gathering qualitative and quantitative data to measure their impact
14- Prepare relevant purchase and payment requests, and perform other administrative tasks as required including but not limited to preparation of invitation letters, processing of operational petty cash advances payment and resettlement (RFP/OIPA), keeping track of the field teams needs of office supplies, translation of official documents, keeping track of created PRs and RFPs, and keeping track of field teams attendance records.
15- Perform such other duties as maybe assigned.
• Experience in emergency response, direct assistance to migrants, IDPs and host communities.
• Proven experience in managing community engagement initiatives, developing communication strategies, and implementing awareness-raising campaigns.
• Experience in working with vulnerable populations, including migrants and refugees, in fragile or conflict-affected settings.
• Different locations in Tripoli and Western Libya are an advantage.
• Prior professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa.
• Proven management skills.
• Strong skills in media production, content development, and social media outreach.
