We are recruiting a Senior HR Efficiency and Systems Coherence Officer for an initial period of 1 year including a 3 month probation period. The assigned location will be Addis Ababa, Ethiopia. The Senior Recruitment Projects Officer at the P3 level shall play a critical role in providing technical advice and driving initiatives that enhance learning, development, and performance management within the African Union Commission. This position focuses on innovating and developing the capacity of the Learning and Development and Performance Management Units to align HR practices with organizational goals. The officer will collaborate with various stakeholders to support the effective implementation of HR talent development strategies that promote a culture of continuous learning and performance excellence.

The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

 As the Senior HR Development Officer, you will take on the following responsibilities: 
Main Responsibilities
  • Support for Learning and Development Strategy

Specific Responsibilities

  • Support for Learning and Development Strategy
    • Provide technical advice in the design and enhancement of learning and development strategies that align with AU’s strategic priorities and workforce needs.
    • Support the process of conducting needs assessments to identify skill gaps and provide advisory input on the development of targeted training programs.
    • Advise on capacity-building initiatives for the Learning and Development (LND) unit, ensuring alignment with identified needs and strategic goals.
    • Assist in coordinating collaborations with internal and external stakeholders to improve the delivery of training programs, workshops, and e-learning platforms.
  • Technical Support for Performance Management
    • Provide advisory support in the development and enhancement of performance management frameworks that promote accountability and continuous improvement.
    • Offer technical guidance to managers and staff on implementing performance management processes, including goal setting, feedback, and performance evaluation techniques.
    • Support the monitoring and evaluation of performance management practices, providing data-driven recommendations for improvement.
    • Assist in conducting needs assessments to identify gaps within the Performance Management unit and advise on capacity-building initiatives to strengthen the unit.
  • Capacity Building and Technical Advisory
    • Provide technical support in the development of capacity-building programs for HR staff and line managers, focusing on learning and development as well as performance management.
    • Offer advisory services to support coaching and mentorship initiatives aimed at enhancing staff competencies in HR development.
    • Assist in facilitating workshops and training sessions, ensuring alignment with the organization’s learning and performance management objectives.
  • Data Management and Reporting Support
    • Support the accurate recording and management of training, development, and performance management data to ensure informed decision-making.
    • Assist in preparing and presenting reports on the impact of learning and development initiatives and performance management outcomes to senior management.
    • Provide technical input in using data analytics to track progress and measure the effectiveness of HR development strategies.
  • Advisory on Policy Development and Compliance
    • Provide technical support in the development and review of HR policies related to learning, development, and performance management.
    • Ensure compliance with AU regulations and provide recommendations for aligning HR initiatives with international best practices.
    • Stay updated on trends and developments in HR development and performance management, advising on strategies to keep AU practices current and effective.

To excel in this role, candidates should possess the following qualifications and skills:

  • Education and Relevant Work Experience
    • A Master’s degree in Human Resources Management, Organizational Development, Education, or a related field.
    • A professional certification in Learning and Development or Performance Management (e.g. CIPD, ATD) is an added advantage.
    • A minimum of 5-7 years of progressively responsible experience in learning and development, performance management, or a related field, preferably within a multi-national or intergovernmental organization.
    • Proven experience in designing and implementing learning and development programs and performance management systems.
    • Familiarity with HR information systems and tools for tracking learning and performance metrics.

    • Proficiency in the mission language English. Knowledge of other AU working languages would be an added advantage (Arabic, French, Spanish or Portuguese).

Remuneration

The salary attached to the position is set at P3, Step 5 inclusive of all allowances for internationally recruited staff.
