1. General Background of Project or Assignment, Operational Context:

The Data Activation Consultant position sits within the Digital Marketing and Regional Engagement stream of the Supporter Engagement Section (SES). SES is a key component of the Private Sector Partnership (PSP) within UNHCR’s Division of External Relations (DER). Based at headquarters, SES provides global support to UNHCR’s fundraising network across various aspects of fundraising activities.
2. Purpose and Scope of Assignment:
The consultant will work 2-3 days a week and assist the Global Analytics and Measurement Officer develop and deliver real time data streaming pipelines for optimizing the data collection and improve quality across the Digital Analytics space of UNHCR.
The focus will be to improve website speed for enhanced user experiences and for getting better ranks on search engines in general that will result in an increase in visibility and donations. Deploying server-side data collection will also result in better analytics and master data quality.
Furthermore, the consultant will assist in setting up conversions API to several vendors and deliver 1:2:1 personalization though various data activation initiatives.
Additionally, the consultant will assist the Global Analytics and Measurement Officer in rolling out data activation for all markets and national partners. This project is essentially to deploy a build-your-own customer data platform to all markets and national partners.
Responsibilities and duties:
• Complete declarative- and code changes to the analytics setup
• Work on larger projects where a deep knowledge of analytics and server-side measurement is needed.
• Debugging cases where we find issues or potential issues in the setup
• Work on Google Cloud Platform enabling APIs and integrations to CRM systems (various).
3. Required qualifications, language(s) and work experience:
• Bachelor or Master’s degree in Marketing or Programming/Data, or related field.
• Deep knowledge of client-side data collection technologies including GTM
• Deep knowledge of server-side data collection technologies including GTM SST
• Some experience with Google data warehousing solutions (e.g., BigQuery).
• Some experience with Google real time database solutions (e.g., FireStore, DataStore) for API development and data activation purposes.
• Deep knowledge of principals behind real time processing of client data including website structures and client information schemas.
• Some experience with Data Platform architectures (datamesh)
• Extensive experience with cloud platforms (e.g., AWS, Azure, Google Cloud) and their data services, with a focus on Google Cloud. Google Cloud certification (Professional Data Engineer) is preferred.
• Good knowledge of relevant security frameworks & standards.
• Proficiency in programming languages such as JavaScript, Python, Java, or Scala.
• Familiarity with data modeling, data warehousing and data governance practices.
• Solid knowledge of DevOps best practices and tools: GIT, CI/CD, telemetry and monitoring, etc.
Desirable:
• Analytical Skills: Strong analytical and problem-solving skills with a focus on delivering scalable and efficient data solutions.
• Communication: Excellent verbal and written communication skills in English, with the ability to effectively collaborate with technical and non-technical stakeholders.
• Attention to Detail: High attention to detail and a commitment to ensuring data quality and accuracy.
• Adaptability: Ability to work in a fast-paced, dynamic environment.
4. Minimum years of work experience:
• Minimum 5 years of related work experience. Ideally with certifications in Google Cloud Platform, TMS and Google Analytics.
• Certifications in various advertising platforms are preferable as well.
• Proficiency in English
5. Location
The successful candidate will be home-based. The consultant is expected to use their own equipment and secure stable internet connection to complete their tasks.
6. Conditions
The consultant will work with varied working hours/days based on workload, maximum 55 working days over the assigned period. Payment schedule will be agreed with manager, upon receipt of invoice reflecting the actual hours/days worked.
