The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.
Under the direct managerial supervision of the Regional Security Officer (RSO) based in the Regional Office in Vienna, with the administrative supervision of the Regional Director (RD), and the overall supervision of the Director of the Office of Staff Security in Headquarters, the successful candidate will be responsible for providing specialized support to enable IOM’s activities and assist the Regional Security Officer with all aspects of security risk management.
The incumbent will support the Regional Security Officer in establishing and maintaining an appropriate level of security awareness throughout the Country Offices and all the associated programmes within their assigned region.
- Support the Regional Security Officer (RSO) in all aspects of security risk management that will effectively address issues that could have an impact on the security of IOM personnel, premises, assets, and operational activities in the Regional Office based in Vienna.
- Support the Regional Security Officer in the development of IOM security plans including contingency and emergency response plans, security-related strategies, mission-specific Standard Operating Procedures (SOPs) and in their implementation, including providing security-related inputs into the Business Continuity Plans.
- In coordination with the Regional Security Officer, actively participate as a member in the UNSMS Security Cell meetings as required, reporting to the Regional Security Officer accordingly.
- Provides administrative and logistical support to the planning and delivery of UNSMS certified security trainings and other security related trainings for IOM and UNSMS personnel in the region, including partners.
- In coordination with the Regional Security Officer, deliver security learning/training activities, briefings and ensure that these activities are carried out professionally and within IOM and UNSMS training standards.
- Maintain updated staff lists, radio call sign list, including the OSS Organization Country Security Focal Points, Alternate Security Focal Points and Security Officers directory.
- Support the effective management of the warden system, with the overall operability of regional communications systems particularly SCAAN. Assist the Regional Security Officer in ensuring that all relevant safety and security information is disseminated in a timely manner to IOM personnel.
- Ensure that all safety and security communications equipment is functioning and in good condition with a regular inventory duly maintained.
- Monitor the physical security of Regional Office premises and report to the Regional Security Officer any issues and requirements for the guard force.
- Maintain an efficient and updated filing system for all documents and files, with a manual back up.
- Perform such other duties as may be assigned.
Education
- University degree in Security, Social Sciences, International Studies, Communications or a related field from an accredited academic institution, with four years of relevant professional experience;
- Completed High School degree from an accredited academic institution, with six years of relevant professional experience.
Experience
- Experience with the UN Security Management System (UNSMS) or Humanitarian security field is an advantage; Experience in providing security training to personnel is desirable;
- Experience in dealing with law enforcement agencies;
- Experience in liaising with security networks and counterparts in the region is an advantage;
Skills
- Excellent communication skills, both oral and written;
- Knowledgeable in Microsoft applications (Word, Excel, PowerPoint and Teams) is required;
- Political and social knowledge of the region;
- Ability to work in a multi-cultural environment with a team of diverse professional backgrounds is required. The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded.
Languages
- For this position, fluency in English is required (oral and written). Working knowledge of German or any language of the region is an advantage.
IOM’s official languages are English, French and Spanish.
