Information Management Associate
Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
– Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
– Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
– Collect, collate and process information and perform data quality and consistency control.
– Produce summary statistics.
– Support the coordination of data collection teams.
– Support and leverage geographic data for map production and use in geographic information systems (GIS).
– Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
– Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
– Liaise with partners and represent UNHCR in meetings related to the functions.
– Make recommendations and provide advice on the technical information management requirements.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Operational Context:
The operational context in Sudan changed drastically when, on 15 April 2023, armed conflict broke out between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF). The ongoing conflict is the latest development in Sudan’s stunted transition to democratic governance following the military takeover on 25 October 2021. The conflict has dramatically worsened the humanitarian conditions in Sudan, exacerbated pre-existing intercommunal and ethnic tensions, and triggered massive displacement. As of November 2024, over 11.6 million people have been displaced by the conflict, including 8.3 million internally and over 3.1 million who fled outside the country in search of safety and security. Combined with old IDP caseload, Sudan is the largest internal displacement crisis in the world. Current interagency estimates for internal displacement are higher than the recorded IDP movements of the last four years combined, highlighting the largescale humanitarian crisis unfolding in Sudan and which continues to affect its neighbouring countries. The 2024 Humanitarian Needs and Response Plan (HRP) for Sudan estimates that there are 24.8 million in need of humanitarian assistance mainly due to the ongoing conflict. Ten out of 18 states are considered hard to reach and the humanitarian response in these areas is delivered mainly through cross line and cross border modalities.
Sudan has historically hosted one of the largest refugee populations in Africa. Prior to the conflict, Sudan hosted 1.1 million refugees, majority of whom resided in Khartoum State. Since the start of conflict, UNHCR and partners have been able to map the internal movement of refugees within Sudan. Over 258,000 refugees have moved towards safer areas mainly in White Nile and Eastern states. There are an estimated 874,000 refugees and asylum seekers remain in Sudan.
Despite the conflict, UNHCR remains committed to stay and deliver inside Sudan. International and national staff are present in eight locations across the country, delivering protection and assistance to the forcibly displaced population both in response to the emergency and in line with UNHCR’s regular programmes. UNHCR Representation in Sudan has continued presence in Darfur, Kordofan, East Sudan, Northern Sudan, White Nile, Blue Nile and the Country Office, which was initially based in Khartoum, has been strategically restructured into three separate locations Port Sudan, Gedaref and Nairobi to better facilitate its oversight functions.
Organizational Setting and Work Relationships:
Under the overall supervision of Information Management Officer, the Information Management Associate is responsible for coordinating and supporting data and information management activities in the relevant country operation and field offices.
Information and data management staff are responsible for coordinating, planning, supporting and delivering on data and information activities in the relevant country operation and field offices for all UNHCR operational contexts, responses and populations of concern. They serve the entirety of UNHCR staff and activities, including protection, programme, operations, external relations and executive management for evidence-informed planning, advocacy, and coordination. They are key in ensuring multi-stakeholder, multi-sector, and multi-country activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes both internal and external assessments, regional and country-based planning and monitoring activities such as the CRP, RRP, HNO, HRP, and Cluster Plans.
Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities. This is the data, information and analysis needed to deliver robust and comprehensive assessments and evaluations, and to support results-based planning, monitoring and reporting implemented by UNHCR and by its partners.
the role of the data and information management staff is to provide the necessary quality assurance and technical support for the full range of the data and information management and analysis activities to countries and regional offices; to ensure this process are in accordance with technical standards for data and information management; and to undertake regional or country data and information management (definition, collection, analysis, storage and dissemination) activities.
Desired Candidate Profile:
A candidate with Knowledge of the complexity of Sudan context or similar, required to have Information Management experience with UNHCR Systems as required by the context and understanding of IASC coordination mechanisms and UNHCR Refugee and IDP Response will best suit the profile of the required candidate.
The candidate must have an in-depth knowledge of data collection and analysis methodologies, and statistical analysis; have a working knowledge of protection data management and case management systems; design tools, including mapping software. Experience and knowledge of Information Management tools, resources, needs assessments, qualitative and quantitative data analysis, report drafting, and statistical analysis is also essential.
Technical Assistance and Capacity Building: The candidate must have to provide technical guidance and support to UNHCR staff and partners on all issues related to data collection, assist in identifying gaps in accordance with UNHCR policies, standards and priorities. On demand, the candidate must have to facilitate the capacity strengthening of staff of implementing/ operational partners in terms of the use of Information Management tools.
Reporting: The candidate must adapt available UNHCR formats to allow staff and partners to easily report regularly on UNHCR operational and Protection sector activities implementation, while maintaining accurate records of all relevant indicators and to promote use of and training on the use of these reporting tools among Protection sector members, assistance providers and other partners.
Operational and Programme Support: The candidate must have knowledge and skills to collect, collate and process information and perform data quality and consistency control for operational products production and to support and leverage geographic data for maps production and use in geographic information systems (GIS).
Previous work experience in the field area of Data Management and Protection Information Management will be a crucial asset for this position.
Experience with data collection, data sharing, data management and data analysis to support policy formulation and implementation.
Knowledge of UNHCR Toolkit (Activity Info, Kobo, Power BI, GIS, Adobe Creative Cloud) are essential Good collaboration with partners and experience in the Field.
