Associate CCCM Cluster Coordination Officer
Organizational Setting and Work Relationships
The Associate CCCM Cluster Coordination Officer (Camp Coordination and Camp Management) supports UNHCR to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The position reinforces the CCCM Cluster by supporting the daily responsibilities of the Cluster Coordinator.
The Associate CCCM Cluster Coordination Officer is expected to facilitate the work of the CCCM Cluster through the provision of organization and reporting; and to impartially represent the interests of the members of the CCCM Cluster. This includes the provision of active support, as applicable, to sub-clusters or working groups of the Cluster which may be coordinated by other Agencies. As a result, the incumbent supports an inter-agency team in an environment that requires high standards of accountability, facilitation, negotiation and conflict resolution skills, in which respect the principles of partnership and collaboration are essential. Where appropriate, the incumbent organises and leads sub-national CCCM cluster coordination in line with National CCCM Cluster strategy and guidance.
The incumbent is normally supervised by (Senior) Cluster Coordination Officer or Head of the Office.

Duties
– Provide CCCM Cluster Coordination support by organising meetings, ensuring that the meetings and other events calendar of the Cluster is updated on regular basis.
– Make data available to allow developing and designing various cluster related documents and tools.
– Proper archive all CCCM strategic data and documents and act as the focal point to make the CCCM strategic documents updated and accessible to the cluster members.
– Establish strong working relationships with all cluster members in order to facilitate effective collaboration and communication.
– Support conducting CCCM Cluster coordinated needs assessments indicatives, including participatory assessments and regular gap analysis.
– Ensure the timely access of the CCCM members to the CCCM analyses and work with the members to create a comprehensive assessment directory.
– Involve the cluster members to conduct an exhaustive mapping exercise for all on-going relevant needs assessments and gap analysis.
– Assist in delivering CCCM and/or CM training activities for CCCM Cluster members, other local partners, and relevant authorities.
– Provide logistical support to the capacity development initiatives in terms of organising venues, developing the lists of participants and ensuring that the other relevant logistical and administrative requirements are met.
– Provide timely feedback on the progress reports for the CCCM related Humanitarian Polled Fund (HPF) projects and other activities.
– Deliver reporting requirement of the CCCM on timely basis.
– Support the Cluster Chair Coordinator in developing and/or improving information management within the cluster, including the development of standardized databases which can be used to capture relevant information for monitoring and planning purposes.
– Contribute to preparation of reports and advocacy statements on behalf of the CCCM Cluster.
– Represent the CCCM Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors when needed.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
The incumbent of this position reports to the National Site Management Cluster Coordinator and will be based in Port Sudan, with expected support missions across accessible areas in the country. The role may require chairing meetings, both remotely and in-person, and preparing timely and accurate meeting minutes. The incumbent may also participate in technical workshops and meetings outside the country.
S/He should bring extensive experience in humanitarian coordination, site management, and interagency collaboration within the context of forced displacement. The candidate must demonstrate experience in conducting multi-sectoral needs assessments (MSNA) to ensure comprehensive and coordinated responses. Given Sudan’s complex humanitarian landscape and volatile political and security conditions, the candidate must also possess strong coordination, diplomacy, and negotiation skills essential for multi-stakeholder engagement with government entities, UN agencies, and local and international NGOs. Knowledge of the Sudan context and its humanitarian dynamics is highly desirable, including familiarity with the Humanitarian Program Cycle (HPC).
Key attributes include:
• The incumbent should possess excellent interpersonal abilities to foster and maintain productive relationships across a broad range of stakeholders, including governmental and local authorities, Site Management Cluster partners, and other humanitarian actors in Port Sudan.
• Proven experience with Site Management, ideally within UNHCR or an international organization, and a solid understanding of IDP and refugee protection principles. Familiarity with IASC guidelines, technical standards, and tools such as the Camp Management Toolkit will be advantageous.
• A strong appreciation for data-driven analysis, with experience in developing and managing data systems, synthesizing information into strategic reports, and utilizing these insights to guide Site Management operations and decision-making processes.
• Demonstrated ability to conduct and analyze multi-sectoral needs assessments (MSNA), ensuring that interventions are evidence-based and address the most pressing needs in a coordinated and strategic manner.
• Experience in designing and delivering capacity-building programs to train partners, staff, and community members in Site Management and related fields, helping to build resilience among IDP and host communities.
• Fluency in English and Arabic is essential for effective communication within the local context and engagement with national partners. Proficiency in translating technical documents and humanitarian guidelines from English to Arabic, as well as interpreting discussions during bilateral and multi-stakeholder meetings, is critical.
Nature of the Position:
Location and Context:
The post is based in Port Sudan, a strategic hub following recent shifts due to the ongoing Sudan conflict. This position supports the UNHCR-led Site Management Cluster, co-chaired with NRC, and collaborates across Protection, Shelter/NFI, and other Clusters. Port Sudan serves as a critical coordination point for implementing cross-line and cross-border humanitarian assistance, with limited access to affected areas. The incumbent must have a solid understanding of Sudan’s socio-political and humanitarian context to adapt strategies effectively.
The Site Management Cluster in Sudan was activated in July 2023 by the HCT to address the growing displacement due to the eruption of armed conflict in April 2023. There are 10 core Site Management partners in Sudan, including two UN agencies, four INGOs, two NGOs, one Red Crescent Society, and one Government counterpart. The incumbent will play a pivotal role in ensuring effective Site Management operations in hard-to-reach areas, requiring high adaptability to changing conditions and a willingness to work under pressure.
Operational Scope:
More than 11 million people are currently internally displaced in Sudan, with approximately 4.9 million (44%) residing in sites and site-like settings across Sudan’s 18 states. Cluster partner assessments highlight precarious living conditions, severe overcrowding, and inadequate access to essential services.
Under the 2024 Humanitarian Needs and Response Plan (HNRP), the Cluster targets 1.6 million individuals for site management interventions, prioritizing strengthened community engagement, enhanced site-level coordination, capacity-building, and site upgrades to promote dignified living conditions. However, resource constraints remain a significant challenge, with the Cluster critically underfunded.
Key Operational Focus:
• Support the national Site Management strategy, including conducting needs assessments, facilitating information management, and mobilizing resources to enhance aid delivery in challenging terrains.
• Ensure comprehensive, up-to-date data on displacement to inform responses. The incumbent will contribute to advocacy initiatives to highlight the needs of displaced populations.
• Engage with government counterparts, humanitarian partners, and community representatives to align on shared goals and foster coordinated responses to displacement.
• Empower local Site Management teams through training and technical support, ensuring adherence to protection standards, including GBV prevention and child protection.
