Context
Under the overall supervision of the Head of the EU Compliance – Finance and Contracts Unit and the direct supervision of the EU Financial Compliance Officer, the incumbent will be responsible for providing technical assistance to IOM Regional Offices and Country Offices worldwide in financial, budget and reporting management of EU funded projects.
- Provide technical assistance to IOM Country Offices (COs) and Regional Offices (ROs) worldwide on EU funding related financial and administrative subjects to help ensure that donor’s requirements are complied to.
- Provide general technical information to project development officers and project managers on finance matters (budgeting, monitoring, revision, reporting, etc.) as well as on contractual conditions related to EU funded projects.
- Review budget and financial reports for EU projects to ensure financial and administrative compliance with donor’s requirement, liaising with the involved Country Offices, Regional Offices and IOM central services as applicable.
- Monitor budget consumption of the EU centrally funded projects and/or other EU funded project as assigned, and alert on unusual trends.
- Regularly update and maintain EU funded project database, as assigned, with financial and contractual data for follow-up, tracking and risk assessment purpose and timely alert supervisors whenever needed.
- Contribute to maintaining proper internal controls as well as facilitate adhering to any applicable contractual, administrative and compliance related requirements.
- Support the EU Financial Compliance Officer in external verification/ audit exercises announced by the EU Institutions by assisting in the provision of information, revision of documentation and drafting of audit responses, as and when required.
- Provide supervisors with recommendations to enhance the quality of EU funded projects budget and financial reporting functions.
- Prepare request for payment for EU centrally signed projects and follow up on the collection or return of funds.
- Assist in the organization of training activities and preparation of materials, concerning the EU regulations and financial management for IOM staff whenever required. Deliver EU funding related trainings as assigned.
- Contribute to the Unit’s knowledge management, including collection and analysis of information, feeding the knowledge sharing platforms and tools, contributing to dissemination of innovative and best practices.
- Participate in internal and external meetings, as well as undertake duty travel for monitoring and capacity building missions, as required.

Education
- Bachelor’s degree in Business Administration, Finance, Commerce or related field from an accredited academic institution with at least three years of relevant professional experience;
OR
- Completed High School degree with at least five years of relevant professional experience.
Experience
- Minimum one year experience with EU funding instruments and contractual aspects, financial management and reporting of EU funded projects.
- Knowledge of functioning of EU funding under ECHO, DG INPA, DG NEAR, DG HOME and/or, in general, EU funding mechanisms supporting actions in line with IOM’s mandate, is a distinct advantage.
- Minimum one year of proven experience in field audit activities is an advantage.
Skills
- Ability to review a variety of data, identify and adjust data discrepancies.
- Excellent written and oral communication skills in English including the ability to identify and express clearly key messages, adapting style to the intended audience.
- High level of computer literacy, in particular in Excel and computerized accounting systems.
Languages
- Fluency in English is required (oral and written)
- Working knowledge of another IOM language is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
