The Web Developer is expected to fulfil the following goals: – Completed project plan upon inception of projects – Technical documentation and user manual for assigned projects, including dataflow and entity relationship diagrams – Progress reports with time sheets indicating the fulfilment/progress of requested projects/activities – Final Source code and all assets related to the products being developed – Assists in the maintenance and enhancement of existing user systems, the development of new software applications, and data visualization and data analytics initiatives – Any other related tasks as needed UN ICT or ESCWA’s strategy

Duties and Responsibilities
Background: As part of the efforts from ICTS department in expanding and improving ESCWA technological capacities and its Digital Transformation to be a reference point for the Arab Region, the department is invested in several initiatives and projects involving data management, data pipelines, data visualizations, pre-processing, Machine Learning and optimization, web development, web hosting, User Interface, and graphic design. Therefore, there is a need for technical talent to implement these projects while increasing ESCWA technological awareness and capacity building, with the goal of opting for in-house solutions whenever possible. In this context, the role of Web Developer is critical for the development, deployment and support of enterprise applications, local applications, web applications, mobile apps; reports, analytics and dashboards compliant with UN established standards, security and data protection schemes. Duties and Responsibilities: Under the overall guidance of the Chief of ICTS and the unit lead, with direct supervision and guidance from the technical team leader, the web developer will perform the following tasks: – Develops websites and applications as per the UNICT strategy and ESCWA’s needs following security and data protection schemes; – Maintains, upgrades or enhances existing websites and applications and their integration to interrelated systems and program elements; – Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in accepting testing; – Interpret user requirements and translate these into system specifications; – Conducts research on new technologies as requested, keeps abreast of developments in the fields; assists in testing and evaluating new products and technologies; – Support in data visualization and data analytics (Business Intelligence) initiatives; – Prepare technical and user documentation for products, as well as training materials and conducts technical presentations; – Maintain functional specifications for websites, programs and procedures developed and/or modified; – Provide support for deployed websites including version management, data recovery and deployment; – Trains staff on completed products; – Performs other related tasks as required by UN ICT or ESCWA Strategy.
Qualifications/special skills
A Bachelor’s degree in computer science, computer engineering, information systems or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum 7 years of experience in a multi-developer environment, with knowledge of web development (HTML, Cascading Style Sheet (CSS), and any JavaScript dialect/frameworks), applying user experience and user interface concepts and principles, and conceptual designs is required. At least 1 year of work experience in developing with responsive design is required. At least 1 year of work experience with version control, such as GIT is required. Understanding of content management systems, such as Drupal, is desirable. Understanding of industry trends, latest web development standards, and technologies, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, English is required. Fluency in Arabic is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
