Organizational Setting and Reporting Relationship
While the position of Senior Economist is assigned to the Office of the Director General, CWRD (CWOD) within the Central and West Asia Department (CWRD), you will be based at our headquarters in Manila, Philippines and may be assigned in one of CWRD’s Resident Missions.
You will primarily report to the Regional Lead Economist, CWRD and oversee administrative staff and national staff.
Your Role
As a Senior Economist, you will lead economic sector work in five Central Asian countries, including economic analysis of country partnership strategies (CPS) and development of country program; country economic monitoring and economics related analytical work.
You will:
- Support the CPS processing, implementation, and regularly apprise Management of its progress as Country Team Leader.
- Lead the development of and facilitate and monitor the implementation of the regional knowledge plan, as well as plans for climate change investment, private sector development, and gender action.
- Support donor coordination, advance the donor and harmonization agenda, and assist in the management of communications and external relations.
- Establish and maintain cordial and effective relations with senior government officials and serve as the communication link in resolving policy and CPS implementation issues through resident missions.
- Support the Country Operations Head in country programming, including through the provision of secretariat support for the Country Management Team (CMT) in Central Asia.
- Lead, conduct, review, and ensure the quality of complex economic, country, sector, and thematic diagnostic studies (including the private sector, climate, gender, governance, and public finance) and provide advice to the Country Directors and CMTs in Central Asia on priority areas that create the greatest development impact in Central Asia.
- Lead the preparation of Central Asian country chapters for the Asian Development Outlook (ADO) and ADO Update, and other economic reports.
- Provide strategic leadership for the organization and preparation of policy dialogue, knowledge-sharing, and other dissemination activities, including forums, seminars, workshops, press conferences, news releases, and social media.
- Lead the Country Performance Assessment and annual policy actions under the Sustainable Development Finance Policy in Central Asia.
- Assist in liaising with the government to develop, implement, and promote regional cooperation activities, especially those relating to Central Asia Regional Economic Cooperation.
- Support ADB’s sovereign and non-sovereign operations and substantially contribute to the design and processing of loan and TA projects through knowledge products, ensuring ADB’s cross-cutting concerns are appropriately addressed and providing the country context in project design.
- Lead in the processing and implementation of country-level technical assistance projects in areas related to strategic priority one, promoting sustainable public finance under the ongoing CPS.
- Provide technical advice and mentor staff and long-term consultants in resident missions in Central Asia upon request.
- Supervise and support reporting staff, including their performance and development. Ensure the ongoing learning and development of reporting staff. Take the role of a mentor to develop the capabilities and potential of reporting staff.
Qualifications
You will need:
- Master’s degree in economics, political science, public policy, public administration, or other fields relevant to the sector/area (PhD an advantage). A university degree in related fields and at least 5 years of specialized professional experience in knowledge-related work can be considered.
- At least 10 years of relevant professional experience in economic research/analysis, macroeconomic or sector policy formulation, knowledge production and dissemination, development planning and policy formulation, and operations.
- Evidence of high-quality knowledge outputs; publications in international peer-reviewed professional journals, a plus.
- Demonstrated expertise in economic research and development in developing countries.
- Strong quantitative, analytical, and conceptual skills in economics.
- Broad-based exposure to country programming.
- International experience working in development in several countries. Relevant experience in Central Asia is an advantage.
- Proven interpersonal, cross-cultural, and negotiating skills, with the ability to effectively liaise with senior staff, Management, and senior government officials.
- Excellent oral and written communication skills in English.
