Organizational Setting and Reporting Relationship
The position of Associate Portfolio Management Analyst is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD). You will be based at our Resident Mission Office in Dhaka, Bangladesh.
You will report to Country Operations Head (COH), BRM and senior national staff (NS).
Your Role
As an Associate Portfolio Management Analyst, you will provide database management, statistical, analytical, coordination, monitoring and administrative support to the function of portfolio management under the guidance of the Country Operations Head (COH).
You will:
- Develop and maintain a database or country operations, including, among others, analysis of sector/subsector allocation and strategic development objectives for ADB loan and technical assistance operations.
- Participate in in-country sector coordination meetings, take minutes of meetings, and facilitate inter-agency coordination.
- Support providing portfolio-related inputs to Country Partnership Strategy, annual Country Operations Business Plan and annual Work Program and Budget Framework (WPBF).
- Maintain and develop database, results frameworks, key performance indicators, conduct data entry, retrieval, verification, consolidation, analysis and presentation of the results in suitable formats as required for BRM operations meetings, Tripartite Portfolio Review Meetings (TPRM), Country Portfolio Review Meetings (CPRM), Local Consultative Group meetings and for other ad hoc meetings and workshops.
- Support setting up annual and longer-term targets on ADB operations in Bangladesh.
- Support implementation of assigned investment projects and Technical Assistance (TAs) by providing administrative support in the recruitment of consultants, contract management, organizing tripartite meeting, and preparing relevant correspondence.
- Monitor the progress of assigned projects, participate in review missions as requested, analyze project issues, and make recommendations as appropriate.
- Collect information from the project officers and the government as needed to monitor portfolio performance, analyze, consolidate, and present the results in required formats.
- Develop new and/or improve existing monitoring and quality assurance tools (spreadsheets, checklists, project briefing sheets, databases, etc), conduct testing and verification, and support in rollout.
- Monitor compliance with financial agreements and ADB policies and procedures, consolidate and analyze data through e-operations, and using ad-hoc tools such as BRM audit tracking spreadsheet, audit checklists, etc.
- Coordinate and organize regular review of the status of safeguards and gender work, monitor, and follow up on agreed actions.
- Assist safeguards project officers, including administration of consultants working
on safeguards and gender.
- Support preparation and implementation of the training activities aimed at building capacities of the executing and implementing agencies in project implementation.
- Assist in the preparation and dissemination of information on the ADB’s operations to concerned agencies and the general public.
- Prepare press releases, newsletters and other publications related to ADB operations.Perform other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s Degree or equivalent professional and academic qualification, in economics, business or public administration, accounting and finance, or other related fields.
- At least 5 years of relevant experience in portfolio and database administration, with some exposure to portfolio and programming work
- Advanced computer skills with sound knowledge of common word-processing, spreadsheets and graphics software
- Ability to undertake background research and analysis on difficult but well-defined tasks, to collect and organize required data and information, to routinely enter, retrieve, verify, analyze, test and present data and results in suitable formats (graphs, charts, etc), set up and maintain databases, and prepare notes, papers and sections of reports
- Good analytical thinking with ability to make simple casual links (A causes B), pro-and- con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
- Ability to establish and maintain professional relations with appropriate government officials, donors executing agencies, NGO’s and private sector
- Ability to work with individuals from different culture/national backgrounds.
- Excellent written and oral communication skills in English.
- Ability to provide guidance to other administrative staff (AS) on assigned area of work
- Ability to work collaboratively with teams as a constructive team member

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
This opening is a local staff position. It is open only to nationals and residents of Bangladesh.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
