JOB DESCRIPTION

Org. Setting and Reporting
The UN Secretary-General’s launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator – the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Harare, Zimbabwe and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Responsibilities
Within delegated authority, the incumbent will perform the following functions/duties: 1. SUPPORT STRENGTHENING OF MULTI-SECTORAL COORDINATION LINKAGES BETWEEN HUMANITARIAN AND DEVELOPMENT PARTNERS AND ACTORS: • Develop and implement a multi-sectoral coordination strategy and plan. • Convene forums and activities to facilitate a common understanding of the risks and priority needs and promote coherence in approaches and responses to disaster risk reduction and resilience building. • Mobilise capacity building support to coordination structures at national and sub-national levels including by harnessing existing global coordination tools for disaster risk reduction and management. 2. PROVIDE TECHNICAL ADVICE TO THE RC, UNCT AND ITS PROGRAMMING STRUCTURES AND TO RELEVANT GOVERNMENT INSTITUTIONS ON RISK-INFORMED PROGRAMMING: • Serve as a primary liaison and link to available UN expertise including from UN non-resident agencies and at the regional level, to assist in integrating disaster preparedness and resilience building in Government and UN programming including in the Common Country Analysis and the Sustainable Development Cooperation Framework. • Provide technical inputs for the design, development and implementation of UN systemwide DRR and Resilience programmes and/or projects, identify challenges, needs and gaps and suggest solutions to overcome them. Ensure that programme/project activities and results are adequately captured in UN INFO. • Continuous monitoring and analysis of the changing situation and its impact on the most vulnerable and drafting regular analytical reports. 3. SUPPORT THE RC IN COORDINATING WITH INTERNATIONAL PARTNERS, TO MOBILISE ATTENTION AND RESOURCES FOR DISASTER RISK REDUCTION AND RESILIENCE INITIATIVES: • Facilitate joint advocacy on critical issues and other issues of common concern, while prioritizing the most vulnerable. • Facilitate joint campaigns towards promoting national and local public budgets, development co-operation, and private sector. .investments that integrate disaster risk reduction and facilitate resilience. • Assist in identifying potential sources of funding and resources for disaster risk reduction and resilience initiatives. • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented. • Performs other duties as assigned

Education
Advanced university degree (Master’s degree or equivalent degree) in political science, social sciences, sustainable development, public administration, international studies or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Previous work experience in humanitarian affairs and disaster management in Zimbabwe is desirable. Previous work experience in the UN Common System or other comparable international organization is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Shona is an advantage. Knowledge of another official United Nations language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas

This is a PROJECT POST. This is a Temporary Job Opening.
