Market Value: Basic Annual Rate (in U.S. Dollars): $14,620 – $19,006 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Ukraine. Final compensation will be negotiated within the listed market value.

STATEMENT OF DUTIES:
USAID places particular importance on the Expeditor/Chauffeur function which is even more critical in a high threat environment. This position provides critical driving and operational support to a large USAID Mission in Kyiv, Ukraine. In addition to possessing excellent defensive driving skills, the Job Holder must exercise good judgment in the daily performance of his/her duties and have a thorough knowledge of road systems, not only in capital cities but also in other destination points in the host country (and occasionally in neighboring countries as well). The Expeditor/Chauffeur must know the boundaries of various “go” and “no-go” areas of the capital city and the countryside. The Job Holder must exercise sound judgment in selecting appropriate routes from point A to point B, taking into consideration unrest or other unusual circumstances, and traffic patterns at various times of day. The Job Holder must practice patience and self-control and be able to defuse potentially dangerous situations to protect their passengers. Besides these skills, this position requires continuous learning, adapting, and flexibility in mastering and following internal procedures and processes.
This position is located in the Executive Office of the USAID Mission/Ukraine and is directly supervised by the Supervisory Management Specialist (Deputy EXO). The Job Holder is responsible for driving Mission vehicles to transport the Mission staff to a wide variety of official and unofficial meetings, functions, and/or events. The Expeditor/Chauffeur also picks up and delivers invitations, papers, diplomatic notes, and other items/materials for and on behalf of the USAID/Mission. This position also entails performance of basic administrative/clerical tasks to support the EXO team.
The Job Holder participates in transporting USDH, USPSC, TCNPSC, and CCNPSC Mission employees and official visitors in the conduct of official business, transporting expendable and non-expendable supplies, equipment, and furnishings. Depending on the needs of the Mission, the Job Holder may drive other official vehicles from ICASS Motor Pool. The Expeditor/Chauffeur performs minor maintenance of the official vehicle. In addition, the Job Holder is responsible for uploading and unloading various property items, including moderately heavy equipment and furniture, and performs manual labor tasks on an as-needed basis. The Job Holder must adhere to safety and security regulations at all times.
In the performance of these duties, the Expeditor/Chauffeur relies heavily on interpersonal skills, knowledge of procedures associated with the specific tasks assigned, and relationships developed in various Ministries, NGO/PVO organizations, private-sector firms, and/or government agencies.
MAJOR DUTIES AND RESPONSIBILITIES:
2. Under the general supervision of the Supervisory Management Specialist (Deputy EXO), the Expeditor/Chauffeur works in accordance with instructions and schedules provided by the EXO Administrative Management Assistant. The Job Holder operates the vehicle within the capital city and throughout the country to provide transportation services to the USAID Mission employees and visitors, including VIPs. The Job Holder assumes primary responsibility for the assigned vehicle, ensuring the vehicle is clean and properly maintained in order to provide safe transportation services. The Expeditor/Chauffeur assists in planning logistics for field trips, researching destination points, and collecting and sharing pertinent information, such as the description of the site, projected travel time, road conditions, etc. with appropriate Mission and security personnel. The Job Holder suggests an appropriate vehicle, ensuring adequate planning and safety considerations have been factored into trip schedules, and coordinates with the Regional Security Office (RSO) as required. The Expeditor/Chauffeur exercises sound judgment in selecting routes to ensure passengers’ safety. The Job Holder coordinates with the Motor Pool and other sections of the General Services Office (GSO) and the Embassy to ensure that preventive maintenance is performed on a regular basis; and reports malfunctions immediately, along with other problems that may arise in the performance of assigned functions. The Expeditor/Chauffeur always maintains a high level of security awareness, to ensure that USG property is protected and that all passengers are not endangered. The Job Holder reviews and follows post safety and security requirements and procedures established by RSO and GSO. — 70%
2. The Expeditor/Chauffeur performs basic administrative/clerical tasks to support the EXO team. These include but are not limited to preparing standard documents, copying, shredding, scanning, arranging conference rooms set up, visitor escorting, accepting deliveries, etc. The Job Holder is responsible for loading, unloading and moving equipment, non-expendable and expendable supplies, furniture and appliances, performing minor furniture assembling/disassembling. The Job Holder ensures that all items are properly handled. The Job Holder independently coordinates his/her actions with ICASS providers (GSO, FAC, RSO), and performs other clerical and administrative duties in the Executive Office as assigned. — 20%
3. The Expeditor/Chauffeur maintains the Daily Log of Vehicle Usage and assists in the preparation of vehicle reports and inventories. The Job Holder reports vehicular accidents immediately, in accordance with Mission procedures; completes all required paperwork to document accidents; and ensures that Police and the Insurance Company have all information required to complete their investigations/reports. On an as-needed basis, the Expeditor/Chauffeur provides services on weekends and afterhours, within the capital city and elsewhere. Depending on the needs of the Mission, the Job Holder may drive other official vehicles from ICASS Motor Pool. — 10%
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the “Foreign Service National” Fellowship Program, in accordance with USAID policy.
Supervisory Relationship: Reports to the Supervisory Management Specialist (Deputy EXO).
Supervisory Controls: None.
Physical Demands: Must be physically fit to perform a moderate degree of physical work including lifting or carrying semi heavy items.
QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:
Education: Completion of secondary school is required.
Work Experience: A minimum of three (3) years of experience driving a motor vehicle as a professional Chauffeur is required. At least one (1) year of progressive responsible experience in secretarial, clerical or administrative work is required.
Language Proficiency: Level III English in reading, speaking, and writing as well as fluency in Ukrainian is required.
EVALUATION AND SELECTION FACTORS:
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The Contracting Officer reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the Contracting Officer determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.
Selection Process and Basis of Evaluation:
Offerors who meet the minimum education and work experience qualification requirements will be further evaluated through review of the offeror’s submitted required documents (see points below) and ranked based on the evaluation and selection factors. A competitive range may be established of the highest-ranked offerors, who may be further evaluated through technical/language tests, interviews, and reference checks to determine the most qualified/highest-ranked offeror. Reference checks may be conducted with individuals not provided by the offeror, and without prior notification to the offeror. Any offeror not receiving satisfactory reference checks will no longer be considered for the position. Negotiations may be conducted with the most qualified/ highest-ranked offeror at the conclusion of evaluations.
40 points – Job Knowledge:
Knowledge of the host-country traffic laws. Knowledge of the boundaries of various “go” and “no-go” areas of the capital city and the countryside is required. Knowledge of traffic patterns within the capital city is required. Knowledge of the location of various host-government ministries/offices and the road systems throughout the capital city, as well as those of other major cities, is required. Basic knowledge of vehicle maintenance is required. The ability to gain a thorough knowledge of Mission operational functions as well as Agency administrative procedures, regulations and requirements. Good knowledge of computer software applications (Windows Office Suite and Google Suite).
60 points – Skills and Abilities:
Excellent defensive driving skills. Strong interpersonal skills. The ability to deal tactfully with passengers and with other drivers in order to defuse and resolve difficult and potentially volatile situations that may arise during travel is required. Patience and persistence in interacting with working-level employees of governmental and non-governmental ministries/offices to obtain documents is essential. The ability to exercise sound judgment in selecting the most appropriate routes at any given time is required. The ability to complete incident reports accurately is required. The ability to learn and understand both USAID and Embassy structure, offices, areas of responsibility and communication channels. Basic skills in using standard office equipment.
