JOB DESCRIPTION

Result of Service
The national advisor will be responsible for undertaking the following tasks: 1- Develop an Executive Plan for the Ministry of Planning and International Cooperation for 2025: The plan will be developed, discussed with stakeholders, and finalized for approval. It is to be delivered by mid-February 2025; 2- Review and Develop the Planning Methodology and Strategic Results Framework: The advisor will discuss and coordinate with the Ministry of Planning to align the methodology with previous Palestinian experiences, successful practices in the field, and ESCWA-developed tools, and submit proposals to the government and relevant ministries. This task is to be delivered by the end of February 2025; 3- Develop a New Tool for Reviewing and Evaluating Draft Strategic plans: The tool will be based primarily on ESCWA’s methodologies and tools in this field, to be delivered by the end of March 2025; 4- Knowledge Transfer and Staff Training: The advisor will train staff members involved in the planning process within various ministries and the MoPIC, leveraging ESCWA’s expertise and methodologies in cooperation with MoPIC by the end April 2025. 5- Organize and participate in two Virtual Workshops between ESCWA and MoPIC: – The first workshop will be held in the second half of February 2025, and will focus on discussing the components and objectives of MoPIC’s executive plan for 2025 and presenting ESCWA’s proposals to enhance it. The workshop will also cover ESCWA’s methodology for strategic planning and policy development based on risk analysis and its adoption in the Palestinian Government’s Planning Process; – The second workshop will be held at the end of April 2025 to discuss the progress of the national advisor’s work and the outcomes achieved relevant to the proposed objectives, and to offer proposals on ways to further develop these results and build on them in the subsequent stages of the Ministry’s work.

Duties and Responsibilities
Background: In the context of its continued support to the State of Palestine in enhancing the capacities of public institutions to achieve development goals and address the economic and social challenges resulting from the occupation, the Economic and Social Commission for Western Asia (ESCWA) is supporting the newly established Ministry of Planning and International Cooperation (MoPIC) in the tasks assigned to it by the government to lead and coordinate the process of preparing strategic plans for ministries and government institutions. Given that the MoPIC is a new entity, and its recruitment and employment process is still underway, ESCWA is providing technical support to the Ministry to help it complete its essential activities during these exceptional circumstances in Palestine. To achieve this, ESCWA will appoint a national advisor from within Palestine to provide the necessary support to the Ministry. The national advisor will work in full coordination with ESCWA with the aim of supporting the Ministry in developing its executive plan for 2025 and enhancing its tools and capabilities. Duties and Responsibilities: The advisor will support the Ministry of Planning and International Cooperation (MoPIC) in relaunching the strategic planning process by providing technical assistance, updating methodologies, and enhancing the alignment of various plans. The advisor’s work will be carried out in coordination with relevant stakeholders and under the direct supervision of the Deputy Minister of Planning. The specific tasks of the advisor include: 1- Reviewing and realigning the strategic planning methodology to reflect current government developments and trends; 2- Preparing technical guidelines and directives for ministries and government institutions; 3- Submitting proposals for the strategic results framework and related targets; 4- Developing a department responsible for reviewing and evaluating draft strategic plans; 5- Contributing to the review and evaluation of draft strategic plans; 6- Developing an executive plan for the ministry for 2025.
Qualifications/special skills
A Master’s Degree in strategic planning, policy development, and program management or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years of professional work experience in strategic planning, policy development, and program management or a similar context is required. Experience in working with Palestinian government institutions and knowledge of local planning processes is required. Demonstrated ability to facilitate training and capacity-building activities is required. Strong interpersonal skills and familiarity with the political and administrative context in Palestine is required. Distinguished planning and donor relations skills is required. Strong analytical and problem-solving skills is required. Excellent communication and interpersonal skills is required. Ability to lead and manage teams effectively is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
