Job Title: Logistics Officer Fleet/Workshop NOA

Overall Purpose

Responsible for the Fleet/Workshop Management and oversight of all WFP Assets in the Field Office and co-ordinate these activities in accordance with the Procedures, Normative Guidelines and Business Rules as set by WFP.

Key Tasks and Responsibilities:

Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties: –

  • Develop & Manage Best Practices and Standard Operating Procedures for efficient Fleet/Workshop Management to maximize performance and monitor this performance through established Key Performance Indicators.

  • Supervise the WFP Strategic Fleet/Workshop in Kuajok, Aweil, Rumbek, Wau, Wunrok and Abyei to ensure that all tasks performed are in accordance to the required standards established to achieve maximum reliability with minimum downtime.

  • Supervise the Fleet/Workshop staff in the timely production all reports and information as required by the Organization.

  • In conjunction with all concerned parties (Administration and Procurement), ensure that there is an adequate provision of fuel for all assets, including the procurement process.

  • Ensure that vehicles are adequately tracked both for operational and security purposes by usage of both VHF/ HF radio and GPS Systems.

  • Ensure that all key staff members in the Fleet/Workshop Team carry out their respective duties in accordance with their Job Descriptions within emphasis on set performance criteria.

  • Ensure that Health and Safety requirements are met in full, together with considerations for environmental needs.

  • Continuously collect valuable data/information relating to improvements required for Standardization and Development purposes for Fleet/Workshop Management; convert into eventual improved Systems, Procedures & Normative Guidelines and impart this information to other Transport Sections.

  • Oversee Scheduled Maintenance & Repair, Overhaul, Reconditioning, Modifications, in a most efficient manner with the ultimate objective to ensure that all vehicles are maintained to a high standard and roadworthy condition.

  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts / tires and materials required for the operation and submit these requests for the approval of the Transport Manager.

  • Carefully record and maintain an Inventory list of all Tools & Workshop Equipment.

  • Involved in the control and cost effectiveness of the vehicles and prepare recommendations for write-offs, where necessary.

  • Investigate means to constantly reduce the operational costs of the Fleet pertaining to maintenance activities.

  • Responsible for the management of tyres which include maintenance practices, controlling mechanisms and performance monitoring.

  • Ensure that proper Workshop Administration, record keeping & vehicle History Records are well maintained via the Fleet Management System.

  • Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.

  • Ensure that minimum Health and Safety requirements are met in full, together with considerations for environmental needs.

  • Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in the Fleet Section.

  • Travel occasionally, as required by the Organisation.

  • Will perform any other duties as requested by immediate Supervisor.

Working with:

Will liaise and co-operate with all other employees within the Fleet Unit and other Departments within the Organisation with particular emphasis with Logistics section.

Work closely with other Workshop / Fleet Managers in South Sudan.

Qualifications & Experience:

Education: University degree, preferably at the advanced level, in Business Administration, Engineering (preferably Automobile/mechanical engineering), Economics (preferably Transport Economics), or other fields related to surface transport.

Experience: one year postgraduate / professional experience of fleet management and workshops in the field, demonstrated ability for extensive field missions within South Sudan.

Knowledge & Skills:

  • Knowledge of specialized administrative work practices and methods, gained through relevant technical training and experience.

  • Good communication skills and a good understanding of Admin principles and their application in order to respond to and resolve a range of Fleet-related queries.

  • Ability to conduct basic analyses in order to generate periodic reports and make recommendations for further actions.

  • Ability to build relationships with a variety of individuals across functions and outside WFP in order to effectively contribute to the functioning of the unit.

  • Experience in supervising and coordinating tasks of subordinates to be able to train and supervise junior staff members within the functional unit.

  • Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.

Language: English. Knowledge of local languages an advantage.

Performance criteria:

  • Ensure that the Fleet is managed in the most cost-efficient manner to achieve maximum vehicle availability and minimum downtime.

  • Responsible to ensure that all reporting / administrative and operational functions within the Fleet Section are organised in an efficient manner to maintain the high standards that are expected by the Organisation.

  • Ratio between Scheduled and unscheduled repairs in accordance with parameters set.

  • Required to establish the necessary resources to match the overall operational requirements and monitor trends upwards or downwards and adjust resources accordingly to match these trends.

  • Demand for services should be matched to resources available.
