Org. Setting and Reporting
This position is located in Evaluation, Analysis and Monitoring Unit (EAMU), Management Support Section, Central Planning and Coordination Division, Department for General Assembly and Conference Management, New York. EAMU ensures greater transparency, analytical capacity and accountability in conference management. The Unit also ensures that the senior management of the Department make well informed managerial decisions for the achievement of greater efficiency and effectiveness in conference management activities across the Secretariat. The incumbent reports to the Chief of Meetings Support Section.
Responsibilities
Under the general supervision of the Chief, the incumbent will manage the Evaluation, Analysis, and Monitoring functions related to conference servicing and related activities at Headquarters, including: Formulating the substantive work programme of the Unit; o Planning and overseeing management of activities undertaken by the Unit. o Ensuring that outputs conform to standards and are clearly and objectively presented. o Organizing and monitoring resources available to the Unit to ensure the most effective completion of required tasks. o Establishing performance objectives for staff and monitoring their achievement. Coordinating the programme monitoring and evaluation, risk management, statistical indicators, and data verification activities in the Department, including: o Preparing sub-programme aspects of the proposed programme budget. o Consulting with substantive offices and other service providers in the Department to determine any administrative or financial implications. Providing technical advice to sub-programme managers in preparation of their respective subprogrammes; o Providing authoritative advice and guidance in finalizing DGACM inputs for intergovernmental bodies. o Monitoring the implementation of DGACM work plans and drafting guidelines for enhancement of programme monitoring. o Developing and implementing evaluation plans for various sub-programme activities. o Ensuring the use of evaluation findings in DGACM’s strategic planning. Undertaking periodic review and recommending reengineering of various work procedures to enhance efficiency; o Designing and leading risk assessments in departmental service delivery, reporting on the same, and making recommendations. o Leading DGACM global risk management frameworks and supervising the monitoring of these frameworks. Ensuring policy and procedural consistency among the four conference servicing duty stations; o Supervising the preparation of statistics (local and global) related to sub-programme activities. o Evaluating statistical information and monitoring cost-effective utilization of conference servicing resources. o Providing substantive guidance to the development of global management IT projects from the Integrated Global Management (IGM) perspective. o Leading efforts to ensure data coherence among all duty stations. Planning and coordinating meetings held at Headquarters; o Allocating facilities and services in accordance with entitlements and requirements of different bodies. o Ensuring even distribution of meetings while accommodating all mandated meetings within approved budgetary resources. Representing DGACM on various task forces related to the above and performing other duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, human resources management, accounting, finance or related area. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in audit, administration, statistics, computer science or related area are required. Experience in monitoring, evaluation and risk management activities is required Database skills are required. Languages
English and French are the working languages of the United Nations. For this post, fluency in English is required. Knowledge of an additional official UN language is desirable.
Assessment
