Duties and Responsibilities
Under the overall guidance of the UN Resident Coordinator, the supervision of the Head of RCO, and consultation with Data, Results Monitoring and Reporting Officer, the selected consultant will be responsible for preparation, implementation and administration of the assignment, which includes but is not limited to: • Conduct desk-review, design and conduct a one-day online introductory session with RGs to begin preparation of the results-based annual report for 2024. • Conduct follow-up meetings as needed with Data/ M&E group, UNSDCF Result Groups (RGs), Programme Management Team, UN Communication Group and Resident Coordinator’s Office (RCO). • Consolidate, collate inputs from RGs, including human stories and produce 2024 UN Annual Results Report and Annual Performance Review recommendations in line with UNCT reporting guidelines. Throughout the process, the consultant will rely on the Office of the UN Resident Coordinator and the UNCT for support and advice. The RCO will facilitate contacts with UNCT via e-mail or Team when necessary. Consultations throughout the process will be encouraged to ensure identification of appropriate priorities. The UN RC Office and all agencies, using available support and resources from Regional Offices and HQ as relevant, will make available all necessary documents for review in the context of this exercise.
Qualifications/special skills
Master’s /Advanced University degree in international development, economics, social sciences or related field is required; PhD an asset. A minimum of 10 years of professional experience specifically in the area of international development initiatives in working with development organizations is required; Extensive knowledge of and experience in systems thinking and applying, qualitative and quantitative analytical methods; Ability to identify beneficiaries’ needs, and to match them with appropriate solutions – demonstrated in at least 2 previous assignments is required; Technical competence in undertaking complex analysis which involve use of mixed methods is required; Knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming; Familiarity with the 2030 Agenda and SDG related processes is required. Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents – at least 2 engagements of similar nature is required; Strong understanding of the development and political context and working experience in the closer region and/or context is required.

The new annual UN Country Results Reports are aligned with and follow the 2019 United Nations Sustainable Development Cooperation Framework Guidance. The annual UNCT Results Reports are guided by the following principles in relation to their scope, content, format, timeline, and quality assurance: • The UN Country Results Report must report on the status of system-wide implementation of the Cooperation Framework as well as other planning documents between the UN and the Government. In addition, any other plans and priorities driving the advancement of sustainable development in country should be featured, to ensure one consolidated annual report on results achieved. • The primary audience of the UN Country Results Report rests at the country level. The Report will be presented to the national Government for information and joint accountability. It is also shared broadly with other stakeholders in country to ensure full visibility of UN results. The Report will be prepared in a English, Tajik and Russian and format accessible to different stakeholders. • The UN Country Results Report uses existing country-specific data points in UN INFO, the Information Management System (IMS), and other platforms as relevant, which are kept up to date by the Resident Coordinator’s Office (RCO) and the UNCT. In parallel with formulation of the annual UN Country Results Report, UNCT will conduct UNSDCF annual performance review to discuss achievements, challenges, opportunities and lessons learned. Based on this review and the evolving country context, the Result Groups shall propose amendments to the Cooperation Framework and/or the following year’s joint workplan to the country team to ensure the continued relevance and effectiveness of support to the country. Outcome of the review and recommendations will be presented together with the UN Country Results Report at the UN-Government Joint Steering Committee. The UN Resident Coordinator’s Office is recruiting an international company to support the UNCT conducting UNSDCF Annual Performance Review and design 2024 UN Annual Results Report.
