Result of Service
• Identify the gaps in effective and efficient Disaster Risk Reduction and Management mechanisms in Nepal. • Recommendation regarding Legal Provisions related to Disaster Risk Management. • Suggestions for institutional reform of NDRRMA. • Identify and suggest coordination and collaboration mechanisms among relevant government agencies and development partners in Disaster Management. • Recommendations for strengthening the technical capacity of NDRRMA.

Duties and Responsibilities
The United Nations (UN) system in Nepal collectively supports the government of Nepal for addressing development and humanitarian challenges in the country aligning with the Sendai Framework of Action, national DRR strategy and the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2023-2027. The Joint Recovery Action Plan for Western Nepal Earthquake- Joint Programme was launched in 2024 by the National Disaster Risk Reduction and Management Authority (NDRRMA) which is financially supported by the UK’s Foreign, Commonwealth and Development Office (FCDO), and implemented by four UN agencies; UNICEF, IOM, UNFPA, and WFP under the leadership of the UN Resident Coordinator’s Office. Functions, Duties and Mandates of NDRRMA as articulated in the Disaster Risk Reduction and Management Act, 2074: The Government of Nepal (Division of Work) Regulation 2074 has indicated the Ministry of Home Affairs (MoHA) as the focal and lead ministry for Disaster Management in Nepal. As per the Disaster Risk Reduction and Management Act 2074, NDRRMA is established under the Ministry of Home Affairs. The National Disaster Risk Reduction and Management Authority (NDRRMA) is the legally mandated agency for overall disaster risk governance and management in Nepal. The NDRRMA is working as the central authority for the reduction of disaster risks and management to protect human lives and properties of the public, private and individuals, to preserve natural and cultural heritage, and to keep physical infrastructures safe from natural and unnatural hazards by effectively coordinating and managing all activities to reduce and manage disaster risk. NDRRMA is the centre for the overall coordination and collaboration among the various line ministries, humanitarian agencies, institutions and stakeholders of the disaster risk reduction and management sector. NDRMMA has yet to function in its full potential. The intensity and trend of disasters are ever-increasing in Nepal. There is a growing need to review and reform the legal and institutional structure of NDRRMA functioning for result-oriented intervention in Disaster Risk Reduction and Management. The consultant will work under the direct supervision of the Joint Secretary of Disaster and Conflict Management Division, Ministry of Home Affairs and all the details, reports, data, and findings originating from the consultant during the assignment, will be the property of the Government of Nepal and is strictly nontransferable from the consultant side to other party except the Ministry of Home Affair. A joint taskforce from UNRCO and NDRRMA will endorse the deliverables of the consultant upon the completion of the task. Methodology: • Desk reviews. • Key Informant Interviews • A review of International / Regional Experience, best practices on disaster risk management institutional architecture Report submission: • Inception report highlighting the study methodology • Draft report • Final report with incorporating comments on draft report
Qualifications/special skills
Should have master’s degree or above in the field related to Disaster Management. • At least, 7 and above years of experience working in a similar field. • Should have prior experience working with the Government of Nepal in some capacity. • Should have experience working in disaster risk reduction and management field.
Languages
An excellent command of English and Nepali languages is required.
Additional Information
Output/Work Assignments Under the leadership of the Joint Secretary of the Ministry of Home Affairs, Disaster and Conflict Management Division, the Consultant will be required to produce report on: • Legal amendment and adjustments of the NDRRMA acts and rules, related to institutional reform. • Revision of NDRRMA’s organogram with a clear delineation of roles and responsibilities that are in alignment with the National Strategic Plan of Action • Suggesting the Institutional structure amendments in order to implement the mandate of NDRRMA as stipulated in DRRMA act. Propose the correspondent institutional capacity development. • Suggest amendments to the NDRRMA budgetary management system, including the mobilization of the disaster management fund. • Provide recommendations on strengthening the coordination and cooperation structures among the federal, provincial and local levels on disaster management, including specifying the gaps in existing regulations and procedures requiring revisions and/or clarifications. • Cooperation with the Development Partners. • Coordination with cluster lead ministries • Service delivery and Accountability of NDRMMA. • Other aspect of NDRRMA reform.
