JOB DESCRIPTION

The Position:

Under the guidance and direct supervision of the Head of Venezuela Country Office the Programme Officer analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within the SRH and Human Rights portfolio.

The Programme Officer maintains collaborative relationships with all programme and project staff at the CO, and operations staff as well. Internal contacts include the Head of Office and the CO’s programme/ technical team. External contacts include other UN agencies in country and counterparts in Country programme activities.

Job Purpose:

The Programme Officer assists in the design, planning and management of UNFPA’s country programme by analysing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Officer assists with programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation.

You would be responsible for:

1. Programme Planning, Implementation, and Monitoring

  • Participates in the identification and formulation of the country programme and component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans and prepares tables and statistical data.
  • Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
  • Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs.
  • Oversees the implementation of the comprehensive sexuality education component of UNFPA  Country Office.

 

2. Technical Support and Capacity Development in SRH

  • Supervises (in collaboration with logistics personnel) the procurement, distribution, and monitoring of SRH supplies, including SRH emergency kits and medical equipment, and the conditioning of spaces for SRH care in selected health centers.
  • Coordinates training for health personnel, protection and justice, and communities on key topics in SRH, including emergencies.
  • Assists in the development/adaptation of SRH national protocols.

3. Knowledge Management, Advocacy, and Policy Support

  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
  • Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events. Establishes and maintains network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.
  • Analyzes and interprets the political, social and economic environment relevant to reproductive health and gender and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience 

Education:  

An advanced degree (minimum Master’s degree or equivalent) in Health Science and related areas is required.

Knowledge and Experience: 

  • Progressively responsible work experience in Programming in Sexual Reproductive Health.
  • Demonstrated ability to contribute to achieving results through research, analysis, and effective monitoring of programme and project implementation. Skilled in identifying opportunities for project development and ensuring substantive rigor in the design and application of proven approaches.
  • Experience in enhancing processes and products by documenting and analyzing innovative strategies, best practices, and new approaches. Ability to adapt quickly to change and drive continuous improvement.
  • Proficiency in supporting resource mobilization efforts by analyzing and maintaining donor information and databases and developing project profiles for donor presentations.

Languages: 

Fluency in Spanish and Working Knowledge of English is required. Other official UN languages, preferably French and Portuguese, are desirable.
