The overall objective of this assignment is to provide strategic, technical, and analytical support to the UNEP Cities Unit in the development of a Climate Action Roadmap for Odisha’s Buildings and Construction sector based on the Global Alliance for Buildings and Construction new roadmap methodology. The Climate Action Roadmap for Buildings and Construction will provide clear, actionable guidance for transforming Odisha’s building sector towards sustainability. The roadmap will foster collaboration among all stakeholders to ensure a low-carbon, climate-resilient built environment. The consultant will complete the following tasks as a part of this engagement: -Submit the inception report and work plan, including detailed timelines; -Identify key gaps in the existing draft roadmap to better align with Odisha’s Government strategy and the new GlobalABC roadmap methodology; -Undertake consultations with relevant state government departments and key stakeholders to gather input on the existing roadmap; -Prepare the final roadmap, incorporating feedback from stakeholders; -Prepare a final summary report and presentation of the approved roadmap, highlighting key action items; -Support roadmap submission to the Odisha Housing Board (OHB) and the Odisha Urban Housing Mission (OUHM). -Work with UNEP, OHB, and OUHM to secure government endorsement of the roadmap. -Support the organization of the roadmap launch event following state government endorsement.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) recognizes the need to address global environmental concerns in an increasingly urbanising world. It is in this context that UNEP supports and promotes sustainability in buildings and construction, emphasising sustainable buildings’ local and global benefits and the role of the built environment in delivering against the New Urban Agenda and the 2030 Agenda with its 17 Sustainable Development Goals. A senior consultant is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Mitigation Branch, Climate Change Division at the United Nations Environment Programme (UNEP). The consultant will support the development of a Climate Action Roadmap for Buildings and Construction for the State of Odisha ( India) following the Global Alliance for Buildings and Construction methodology. UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC). A voluntary, international, multi-stakeholder partnership, the GlobalABC serves as the global collaborative umbrella organisation for other platforms, initiatives and actors to increase scale, pace and impact of climate action ‘towards a zero-emission, efficient and resilient buildings and construction sector’.
Qualifications/special skills
The consultant should have Postgraduate/Graduate qualifications in disciplines related to passive design, energy efficiency, thermal comfort performance, building materials, environment planning etc. A minimum of ten years professional experience in the industry in relevant field of work, preferably with at least 8 years of multi-functional experience with a focus on passive design energy, cities, embodied carbon, building LCA, and the environment with focus on affordable housing and good understanding of related Government policies. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of another language would be an advantage, particularly Hindi.
