JOB DESCRIPTION

The Aviation Data and Analysis (ADA) Section in the Air Transport Bureau is one of sections charged with delivering results with respect to ICAO’s Strategic Objective – Economic Development of Air Transport. The Section is responsible for the collection, standardization and dissemination of aviation data, including the ICAO Statistics Programme, the development and customization of air traffic forecasts and other planning parameters at global, regional and route-group levels, and the conduct or support to various economic analyses required for air navigation capacity and infrastructure planning, environmental protection, the efficiency of the air transport system, etc.

The Section manages and oversees the work programme of the Statistics Division, the Aviation Data and Analysis Panel (ADAP) and the regional Traffic Forecasting Groups (TFGs), and supports economic analysis and traffic data-related analysis in the field of safety, air navigation, security and environment protection. It also provides support to the Assembly, the Council, and its subsidiary group, and to the Air Transport Committee (ATC).

The incumbent reports directly to the Chief, ADA Section, from whom s/he seeks advice and guidance on assignments and consults on difficult and challenging projects. It is expected that the incumbent will be able to work independently on tasks assigned.

Major duties and Responsibilities

Function 1

Provides support to the Aviation Data and Analysis Section to meet needs of States and the Organization in their data and analysis activities, achieving results such as: 

  • Provides support, training and assistance to internal and external users of aviation data and analysis business intelligence tools.
  • Provides technical support for the delivery of the new ICAO Monthly Monitor.
  • Coordinate and answers to request from Revenue and Product Management (RPM) section to contribute to the revenue generation from the data products.
  • Under the guidance of C/ADA, complete and perform data requests from external stakeholders and other Bureaus.
  • Performs other related duties, as assigned, related to the Section’s areas of responsibilities, achieving results such as: Assist C/ADA in the preparation of documentation and presentations for Council, conferences, meetings, panels, workshops, training courses, briefings, other meetings and missions.

Function 2

Participate in activities related to the collection, standardization and dissemination of aviation data, and the conduct or support of economic analyses, achieving the following results:

  • Process and analyze statistical data submitted by States through air transport reporting forms.
  • Consult internal and external aviation data sources to solve inconsistencies, clarify data and maximize coverage.
  • Contribute to developing and enhancing business analysis and data visualization tools.

Function 3

Provide support for ICAO Big Data projects in the cloud environment to improve data visualization techniques and enhance user experience, achieving results such as:

  • Assist in the migration of ICAO data to cloud environment in coordination with ICT to facilitate data integration.
  • Improve ICAO business analytics and data visualization tools in the new environment and create APIs.
  • Coordinate with other Bureaus and entities, as necessary.

Function 4

Performs other related duties, as assigned.

Qualifications and Experience

Educational background

A first-level university degree in statistics, economics (such as macroeconomics, business economics, industrial organization, econometrics and economics of transportation), finance, business administration, or in a related field.

Professional Experience and Knowledge

Essential

  • Three years of experience in aviation data, statistics, and/or economic planning in a national government, international organization, major international airline, major service provider (airport or air navigation services provider) and/or aircraft manufacturer.
  • Experience in econometric analysis and data visualization tools by using contemporary software for database creation, processing, retrieval, analysis and presentation.

Desirable

  • Experience in business analysis and data visualization techniques
  • Experience in data projects
Language Skills

Essential 

  • Fluent reading, writing and speaking abilities in English.

Desirable 

  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Conditions of Employment

It should be noted that this consultancy is to be filled for an initial period of 11 months.

Please note that the daily rate for this position is 220$.
