Terms of Reference

Recruitment of an Associate Field Security Communications & Support Officer, on a UNOPS IICA-1/P2 contract.

1.General Background

The Field Security Service (FSS) provides global advice analysis and support on security and safety issues for UNHCRs workforce who operate in 135 countries around the world. FSS is responsible for security oversight, providing technical security expertise, including critical security incident management and the implementation of a person-centered approach to security (i.e. that individual risk profiles are considered) and factors this into all their work, including security learning and training programmes. FSS works closely with other Divisions within the organization as well as all offices in the Field to support persons who are forced to flee in accordance with the mandate of the organization.

The incumbent will be supervised by the Head of Service but will be supporting the Field Security Service in communicating messaging about all aspects of their work. Additionally, the position will have responsibility for supporting on the functional clearance process to ensure that personnel hired for security profile function meets the specifications in addition to administrative support on some areas for FSS. The position will offer the incumbent the opportunity to learn about the work of UNHCR and the wider UN system given the security management framework of the UN.

2. Purpose and Scope of Assignment

Administrative assistance to the supervisor in the provision of resources (human, material and financial) necessary to support the day-to-day activities which will include:
– Recruitment /Talent pool administrative support (these include but are not limited to functional clearance processes – testing, interview arrangements, coordinating with candidates, and drafting of interview record and completion of same in Workday.
– Coordinate and provide support as required for National Officers positions with respective Regional Security Coordinators.
– Maintenance of databases of security workforce.
– Arrangement and support at meetings,
– Preparation of related correspondence for security learning and training events and related follow up with participants.
– Maintain necessary budgetary control records where required for learning events in tandem with the resource management unit.

Support the implementation of communications strategies for the Field Security Service, by:
– Management of FSS SharePoint and intranet pages, supporting standardization of approach, updating of pages, with documents and templates in line with organizational standards.
– Production of materials to promote the work of the service, and related field security activities through various media and communications means.
– Develop/ edit materials for various internal communication channels ensuring they are in line with organizational polices practices and guidance.
– Ensure communications material for the service are available and updated on internal communication platforms and/ or disseminated.
– Support Field Security Service participation in interagency and external events where required.

Perform other related duties as required and agreed mutually for FSS and DESS where they will also contribute and enhance the career development of the incumbent. These tasks will be agreed based on the workload, training and learning opportunities and will be identified during the objective setting period to the extent possible.

3. Monitoring and Progress Controls
• Database on security staffing maintained.

• Materials and folders, on SharePoint maintained and standardized.
• Meeting minutes shared, and action point managed.
• Intranet updated with security content and products.
• Materials developed to promote FSS activities and support security management.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

Graduate degree in journalism, communications, media, political science, international relations.

b. Work Experience

3 years relevant experience (communications, administration) with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree.

Excellent computer skills and knowledge of MS Office applications. Excellent drafting skills. Application of various media and communications tools, Graphic design, and email design platforms.

Desirable
Experience implementing communications strategies. Professional writing and editing skills. Experience working on advocacy campaigns.
