RCS : Consultant to support the UN Multi-Country Analysis for the Caribbean – Port of Spain

Result of Service
A high-quality and evidence-based Multi-Country Analysis report which examines progress, gaps, opportunities and bottlenecks vis-à-vis the Caribbean region’s commitment for the achievement of the 2030 Agenda for 22 countries and territories under the UN Multi-Country Sustainable Development Cooperation Framework. The MCA will provide the foundation for the design of the new UN Cooperation Framework for the Caribbean 2027-2031, inform annual planning and decision-making processes of Governments and other stakeholders as well as in the development of the Country Implementation Plans. The MCA will also provide an analytical lens for priority themes expressed in the Antigua and Barbuda Agenda for SIDS (ABAS).

Duties and Responsibilities
The specific objectives for this consultancy are: 1.Develop an outline of the MCA analytical report, guided by the CCA thematic areas and template. 2.Collect, review and integrate analytical inputs from UN agencies, funds and programmes for a coherent, comprehensive, concise and relevant MCA draft report. The analysis will highlight disaggregated data as well as data gaps that need to be addressed, describe and analyze the key challenges and opportunities for achieving Agenda 2030, human rights, disability, youth and gender obligations. 3.Prepare and make a formal presentation of the draft CMCA to the Regional Steering Committee and incorporate feedback in the second draft MCA report. 4.Produce a second draft MCA with a specific focus on analytical findings, disaggregated data across priority themes, big trends and integrated analytical lenses (exclusion analysis, economic transformation analysis, environment and climate change analysis, governance and political analysis, stakeholder and partnership analysis, financial landscape analysis and multidimensional risk analysis) to be reviewed by the RSC, UNCTs, and UN Peer Support Group. 5.Present the draft MCA to broader stakeholders for review and inputs 6.Produce and submit the final MCA report to the chair of the RSC, working closely with the Regional Programme Management Team to fill any analytical gaps.
Qualifications/special skills
Advanced degree (Master’s or equivalent) in development studies, public administration, economics, social sciences, or other related fields. At least ten years of progressive experience in regional and country level situational analysis and assessments with a focus on the 2030 Agenda. Substantial professional report writing experience on related thematic areas (economic, social, environmental). Previous experience in producing UN Common Country Analysis is an asset • In-depth knowledge and strong research record of the Caribbean context and socio-economic development. • Strong understanding of the issues of Small Island Developing States • Knowledge of UN role, UN reform process and UN programming at the country level, particularly UNSDCFs. • Strong experience and knowledge of the UN programming principles including LNOB, human rights, gender equality and women’s empowerment, sustainability and resilience and accountability.
Languages
Fluency on English is required for this assignment. Excellent analytical writing and oral presentation skills.
