In general, ADB consulting contracts may be extended to a reasonable degree when doing so is justified within ADB’s core procurement principles. The International Digital Transformation Specialist and Team Leader must have (i) Master’s degree in information technology, computer sciences, or related field; (ii) at least 15 years of recent information technology experiences; (iii) at least 10 years of project and team management experience or equivalent; (iv) work experience in international organizations and within teams, ensuring effective communication; coordination; and timely delivery of high-quality outputs; (iv) preferably work experience in Tajikistan and Central Asia; (v) preferably experience in implementing digital solutions in the agriculture sector and food security; and (vi) proficiency/fluent in spoken and written English to be able to (1) initiate the development a national digital system in the Ministry of Agriculture (MOA) of the Republic of Tajikistan as first set of digital components to be confirmed with the stakeholders; (2) consolidate the data sources produced by the MOA and transfer the knowledge required for the Unified Information System for Food Security Monitoring (UIS FSM) developed in 2024 and supported by ADB; and (3) assess the needs and capacities of a set of digital and artificial intelligence solutions for food security and the agriculture sector.Possibility of consideration for downstream assignment Yes No Not knownCountry of assignment
