Result of Service Based on the information received from UN RCO in Turkmenistan and following the guidelines, the Consultant shall be tasked to accomplish the following expected deliverables: 1. Revised design of the UN Country Analysis Dashboard. 2. Prototyped Power BI UN Country Analysis Dashboard. 3. Validated UN Country Analysis Dashboard launched. 4. Presented UN Country Analysis Dashboard and prepared its User Manual.

Duties and Responsibilities The United Nations Country Analysis (UNCA) provides a comprehensive, evidence-based foundation for the UN’s engagement in Turkmenistan by identifying sustainable development challenges, risks, and opportunities. The UN 2.0 Agenda of the UN Secretary General and the new generation of UN guidance stress the need for real-time, integrated, and digital monitoring, leveraging data visualization for strategic decision-making and SDG acceleration. UN 2.0 centers on mainstreaming five mutually reinforcing capabilities – the “quintet of change” – across all UN activities: Data (systematic use of quality data for evidence-based decisions), Digital (adoption of inclusive digital solutions), Foresight (regular strategic anticipation of risks and trends), Innovation (embedding experimentation and co-creation), and Behavioral Science (applying behavioral insights for more effective, equitable, and sustainable results). The upcoming Turkmenistan UNSDCF (2026–2030) and prioritized SDG transitions require new tools to strengthen accountability, enable root cause analysis for leaving no one behind (LNOB), and support UNSDCF midterm review and evaluation. The new generation UN Country Analysis (UNCA) calls for strengthening anticipatory, forward-looking analysis and the institutionalization of foresight capabilities. The UN RCO is now looking to contract an individual for developing a UN Country Analysis Dashboard in Power BI. A digital dashboard will consolidate multiple information streams, track progress, and inform adaptive programming for the UN Country Team (UNCT), Government, and partners. The consultant will deliver a short-term assignment (20 working days), structured in the following tasks: Task 1. Review draft Design and Development of the Dashboard
Qualifications/special skills A first-level university degree (Bachelor Degree) in the field of Statistics, Economics, or Social Science is required. Minimum 5 years of professional experience in data analysis, survey data generation, SDG monitoring, UNCA processes, and UNSDCF frameworks is required. Proven experience in Power BI dashboard design and development for international organizations or government partners is required. Experience visualizing policy, root cause, or causality analyses using complex, multidimensional data is required. Prior exposure to multi-agency UN environments and working with national partners in Central Asia is desirable.
Languages Fluency in English and Russian is required.
Additional Information The consultant will work home-based.
