Org. Setting and Reporting
This position is located in the Triangular Partnership Project (TPP), Support Partnerships Service (SPS), Division of Special Activities (DSA), Department of Operational Support (DOS), New York.
DOS was established to provide operational support to entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.
DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.
SPS coordinates and maintains bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.
The TPP is one of the outcomes of the September 2014 Summit on UN Peacekeeping, and aims to enhance the Rapid Deployment of Enabling Capabilities for peacekeeping. The TPP comprises of the United Nations, supporting Member States and Troop-Contributing Countries (TCCs).
The Medical Training Officer reports to the Programme Manager.
Within delegated authority, the Medical Training Officer will be responsible for the following duties:
1. Identifies, develops, coordinates, implements and monitors the United Nations Field Medic Course (UNFMAC), UN Battlefield Advanced Trauma Life Support Course (UNBATLS) and other appropriate medical training courses including the cascade training programme of all future Master Trainers training courses.
2. Coordinates and oversees the establishment of the Centre of Medical Excellence/Medical Simulation Training Centre to be set up in Entebbe, Uganda which includes, but is not limited to, the selection of the most appropriate simulation training aids and tools to ensure proper delivery of the training courses listed above.
3. Manages and coordinates the work of the Training and Support staff at the training facility to ensure that training operations and development activities are implemented in accordance with the Project’s Training Plan and established standards.
4. Coordinates with trainers to determine training standards to be achieved, reviews country submissions for eligibility of nominees, recommends trainees for selection, and maintains a trainee database.
5. Coordinates and reports on Training Needs Analysis visits.
6. Organizes all activities at the training location(s); liaises between training location(s) and Headquarters staff on all training and administrative matters.
7. Advises, guides and supports the Member States, TCC´s and organizations of the UN on matters relating to the medical training, and acts as a resource person and a training instructor when needed.
8. Identifies risks and develops the risk register.
9. Liaises with the Project Team, UN country offices, and the participating countries regarding the training.
10. Performs other duties as assigned by the Programme Manager.

Knowledge and understanding of theories, concepts and approaches relevant to training and project management. Ability to apply various United Nations administrative rule and regulations in work situations. Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual analytical and evaluative skills to conduct independent research and analysis and use of research sources, including electronic sources on the internet, intranet and other databases. In the context of assignments given, ability to plan own work and manage conflicting priorities. An advanced university degree (Masters or equivalent degree) in health care or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
• Certificate in project management is desirable.
• A minimum of seven years of progressively responsible experience in healthcare related field with emphasis on adult learning, training, logistics, and project management is required.
• Of the seven (7) years, at least two (2) years of experience in developing and delivering medical training programmes is desirable.
• Experience working in a multi-cultural or international environment, field mission or post conflict environment outside home country is desirable.
• Experience in planning and coordinating training programmes is desirable.
English and French are the working languages of the United Nations Secretariat, For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This post is financed by extrabudgetary funding. This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
