UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief of Communication (P4), the Communication Officer (Digital) will develop, plan, implement, monitor and evaluate a digital communication and engagement strategy, that is aligned with global and regional priorities. S/He will achieve key performance indicators through dynamic and engaging content, drive engagement and support in line with UNICEF’s mandate in key audiences. S/He will enhance the organizations’ credibility and brand among digital audiencesthrough youth engagement and agile public advocacy.

The Communications Officer will have the following duties and responsibilities:

1. Develop, implement, monitor and evaluate a digital communication strategy to meet organizational goals.

  • Continuously develop, update and implement the digital engagement strategy, using informed innovative approaches and activities to attract new audiences.
  • Liaise on a regular basis with regional and global digital strategy and communication leads and support initiatives that are relevant to the Country Office priorities.
  • Increase the country office’s social media reach by expanding following in key social media channels.
  • Maintain a social media calendar and digital editorial calendar covering key themes and public advocacy moments
  • Manage the official website and social media accounts of the country office.
  • Strategize and manage paid media campaigns for social media channels and search engine marketing
  • Develop strategic social media campaigns, activations and creative content plans for flagship events, key advocacy moments, emergencies, and other initiatives.
  • Develop, implement and manage a sustainable engagement strategy for youth voices and key digital influencers.
  • Establish and monitor key performance indicators, analyze and report on statistics, trends, social listening and provide timely recommendations to guide reiterations to the digital communication strategy.

2. Create, source, commission and manage digital content that is accurate, timely, relevant and on-brand and ensure timely production of online communication products and materials.

  • Contribute digital insights and strategic digital engagement thinking to internal and external content planning and discussions.
  • Manage and coordinate planning and development of digital campaigns involving cross functional teams including consultants, web producers, multimedia editors, social media staff, to ensure timely and high-quality outputs.
  • Support and strengthen capacity for in-house production of quality and engaging visual and written multimedia assets for the country office’s web and social media channels.
  • Update, maintain and monitor the Country Office’s official website for reliability, consistency, quality, and up-to-date information to increase traffic and effectiveness.
  • Keep updated about the latest content and engagement strategies, and relevant trainings across the organization, to ensure country office’s digital communication and engagement remains on-brand and consistent with the UNICEF brand as a whole.
  • Coordinate and facilitate development and implementation of online events, including with external partners, to promote child rights and youth engagement.
  • Liaise with programmes, communication, monitoring and knowledge management units for up-to-date website publication of research, position papers, publications, press releases and clippings, photographs, audio-visual materials, web resources, etc.
  • Support management of country office brand, photo and video assets on WeShare and other cloud servers.
  • Undertake other appropriate duties as requested by the Chief of Communication & Public Advocacy, due to the nature of the digital and social media landscape globally, some weekend and out of office work is to be expected in the performance of this role.

3. Develop internal capacity in digital communication and ensure monitoring and evaluation activities.

  • Contribute to developing the digital communication strategy by coordinating appropriate audience research and compiling and analyzing relevant benchmarks and statistics.
  • Monitor and optimize releases of digital communication products to ensure reach and engagement of target audiences and participate in the evaluation of their impact.
  • Keep abreast of new and emerging digital and web technologies and advise on how they can be integrated into PCO’s digital outreach to campaign imaginatively and effectively.
  • Coordinate training for staff and partners as appropriate to improve efficiency and relevance of content processes for websites and social media channels.
  • Monitor the public perception of UNICEF in the country and recommend appropriate action to maintain a positive image for the organization.
  • Work with third party providers to ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy.
  • Regularly identify and promote digital communication best practices. Undertake lessons learned and recommendations for improvement as directed by supervisor.

To qualify as an advocate for every child you will have…

  • University degree in Communications, Journalism, Public Relations or related fields. Post graduate degree in any of the related fields is an advantage.

  • At least 2 years practical professional work experience in communication, print and broadcast media, or interactive digital media.

  • At least 2 years field work experience and with sound familiarity on managing Digital Communications

  • At least 2 years of experience managing digital communication portfolio and public-oriented content production for non-profits

  • Ability to creatively shape integrated digital campaign strategies and coordinate development from initial strategy to implementation and post-launch optimization.

  • Technical competency on operating website content management systems, social media management suites, paid media management tools, and content creation.

  • Fluency in English and Tagalog (verbal and written) is required.
