The role

We are currently looking for Community Engagement Coordinator based in Attapeu Province

Role Purpose

The Community Engagement Coordinator is responsible for implementation of the community engagement strategy of the USAID Learn to Read project in Attapeu provinces. S/he will work with the Community Engagement Specialist to contextualize the strategy for each district and work with the field team to plan and implement community level activities. S/he will build the capacity of the Project Officers and district education officials and support them to mobilize community stakeholders, including parents, primary schools and Village Education Development Committees (VEDCs), in community reading activities for children. S/he will travel regularly to project sites to support the field team and monitor implementation.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Child Safeguarding

  • Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures;
  • Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Planning and Implementation of Community Engagement (CE) strategy

  • Work with Community Engagement Specialist (CE Specialist), field team and local government to contextualize and implement the CE strategy for reading support in each district;
  • Support CE Specialist in situational analysis for selecting appropriate media and target audience for Social and Behaviour Change Communication (SBCC);
  • Identify challenges and issues in implementing the CE project activities and develop appropriate strategies in collaboration with partners and the Lao government;
  • Provide guidelines and technical support to field staff in planning and organizing VEDC, parent and community activities to promote a supportive reading environment for children.

Training and Capacity building

  • Organize and facilitate training on CE for Project Officers, teachers and district education officials who support the Learn to Read project sites, in collaboration with the CE Specialist;
  • Identify capacity gaps of the project staff in the field and recommend appropriate capacity building initiatives to the project technical team;
  • Ensure all district education staff, school principals, Project Officers and Provincial Coordinators who support the project sites receive timely support in the technical aspects of implementation.

 

Monitoring and Learning

  • Continuous monitoring of project activities at community level to ensure that CE activities are implemented as per guidelines;
  • Observe implementation of CE activities and use of SBCC materials in the field, and provide recommendation on necessary adjustments on the materials and approaches as appropriate;
  • Assist CE Specialist to document successes, learnings and challenges in CE in the project;
  • Participate in all required project training, meetings, workshops, and reviews.

Project Planning, Coordination and Reporting

  • Coordinate with Admin and Logistics Officer to ensure that any CE training materials and SBCC materials and logistics are delivered to communities at the appropriate time for implementation;
  • Prepare and support the PM to plan for annual and budget plan with implementation calendar related to CE activities;
  • Prepare finance advance, clearance and claim for field trips;
  • Prepare yearly goal setting, mid-year review and annual review;
  • Participating the monthly meeting or more frequency as required with Community Engagement Specialist to receive coaching and review for mid-year and annual review in coordination with PM.
  • Submit Monthly and Quarterly reports to PM and CE Specialist.
  • Perform other duties as assigned by PM.

Liaison/External relations

  • Build good relationships with district education staff, principals, village leaders, and field staff;
  • Represent Learn to Read in different forums and promote the importance of community engagement and support for children’s reading in Attapeu provinces.

Qualifications

  • University degree in education, social development, or related field preferred

Experience and Skills

Essential

  • Minimum of 3-5 years’ work experience with international NGOs on community development projects;
  • Strong skills in community mobilization, facilitation and training;
  • Able to communicate and relate well with villagers, leaders, district and provincial officials;
  • Good command of English and Lao (both written and oral);
  • Ability to travel to rural schools in Attapeu provinces;
  • Good computer skills, including Microsoft Word, Excel and internet-related applications;
  • Ability to monitor and analyse program progress and transform results into action;
  • Good interpersonal skills and a team player.

Desirable

  • Experience in working with parents, Village Education Development Communities;
  • Understanding of Social Behavior Change Communication, and advocacy for child rights;
  • Ability to speak ethnic languages from the project area is an advantage.
