THE OPPORTUNITY

 

Plan International Pilipinas Foundation Inc. will implement a five-year project entitled: A Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC) in the Philippines.

 

This intervention aims to improve the health outcomes of vulnerable populations, by enhancing the capacity of local government units (LGUs) to provide affordable and equitable access to healthcare goods and services through effective Universal Health Care (UHC). The project will be implemented in collaboration with Plan International, The Zuellig Family Foundation (ZFF), the Unité de santé internationale de l’Université de Montréal (USI-UdeM), and local civil society organizations.

 

In line with this project, we invite competent, experienced, and committed professionals to fill the following position.

 

The Monitoring, Evaluation, Research, and Learning (MERL) Specialist will contribute to the meticulous design, execution, monitoring, and evaluation of the project, ensuring the delivery of high-quality, gender-responsive, and inclusive outcomes for vulnerable Filipinos, especially women and girls.

 

Further, as the MERL Specialist:

 

  • You will provide technical leadership in analyzing data and designing tools for project planning, monitoring, and evaluation.
  • You will advise the project team and ensure quality and consistent application of the MERL processes, approach, and system across the project areas and components.
  • You will serve as MERL technical expert and lead the development and strengthening of the project’s data/information system.
  • You will support the development of project reports for decision-making, learning, and donor reporting.
  • You will facilitate learning and development activities to improve individual and project MERL competencies.
  • Plan International Pilipinas Foundation Inc. is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities.

 

DO YOU HAVE WHAT IT TAKES?

 

To be successful in the role you will need among other things:

 

  • Bachelor’s degree relevant to the role.
  • Has thorough current knowledge and understanding of participatory, gender-sensitive, and inclusive monitoring, evaluation, research, and learning (MERL) approaches and methodologies.
  • Knowledge of Data management, quality control, and validation processes and requirements.
  • Knowledge, understanding, and practice of the Theory of Change approach and implications for MERL.
  • Able to demonstrate sound analytical and problem-solving capabilities.
  • Very good computer applications knowledge.
  • Effective communication skills, excellent writing skills, and demonstrated ability to produce high-quality reports and deliverables on time.
  • Ability to work collaboratively in a diverse and dynamic team.
  • This role requires at least 50% fieldwork. Applicant must be open and able to conduct fieldwork in areas covered by the project.
  • Applicants must be based in the Philippines and a Filipino national.
