ORGANIZATIONAL CONTEXT

WFP country offices deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs), including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s own delivery platform, SCOPE. One of WFP’s corporate objectives is to increasingly digitize the delivery of both in kind and cash assistance, to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered. Therefore, WFP seeks to build its corporate capacity to centrally receive, store, process and analyze digital operational data for the purpose of promoting accountability, controls, and efficiencies as part of cash and in-kind assistance. There is also the opportunity to better inform WFP’s programme design through the analysis of digital data emanating from operations.

THE ROLE

WFP is recruiting two Data Assurance Officers to be part of the Data Assurance Services team established in the Supply Chain and Delivery Division, in support of WFP’s assurance operations globally. The incumbents on the position need to tackle several challenges in streamlining digital analysis globally, including the tasks of receiving and maintaining varied operational data from different sources (at country, regional and central level) and modalities, processing and generating meaningful analysis of data, and ensuring that data privacy and security standards are upheld. These positions play a crucial role in implementation of cash and in-kind assistance programs, offering end-to-end or standalone data services to meet corporate identity management (IDM) and reconciliation standards including at the country level.

The incumbents will be part of the Data Assurance Services unit. The positions can be either based in Rome or in Munich depending on the preference of the candidate. Each of the incumbents will have a small team of 1-3 people reporting to them. The positions report to the Senior Data Assurance Lead, who can be based in either Rome or Munich.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Conduct assurance reviews of WFP operations in Country Offices (COs), focusing on data-flows, processes, and controls. Base the analysis on the principles and standards set by the IDM and Cash Assurance frameworks. Compile reports with observations and recommendations, adapting the analysis to the specific country context and assistance delivery mechanisms.
  • Conduct thorough research, propose, and design data analytics and automation solutions, driving successful implementation through effective resource management and collaboration with stakeholders.
  • Coordinate data transformation and report design with a focus on assurance controls (IDM, reconciliation, and anomaly detection) and provide detailed functional specifications for solution development. Ensure requirements implemented adhere to defined standards.
  • Ensure adherence to best practices in data management. Assist in developing and applying data quality monitoring tools (dashboards, technical guidelines, etc.) and contribute to driving data quality.
  • Strategically coordinate the implementation and long-term maintenance of automated solutions with data engineers, to ensure quality, accuracy, performance, and security.
  • Organize and successfully drive completion of data maturity improvement initiatives through effective management of resources and collaboration with internal and external stakeholders.
  • Research and adopt data science techniques to support country offices in resolving operational anomalies related to data analytics effectively and efficiently.
  • Oversee and manage the preparation and dissemination of timely analytical and assurance reports, including the review of service agreements with COs.
  • Maintain effective partnerships with COs and other partner units for exchanging technical information, data-assurance best practices, and managing relations.
  • Supervise, coach, and motivate a team of data analysts in performing data analysis tasks and ensure continuous development and promote high performance.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • Upskill field staff in data assurance best practices.
  • Other duties as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

Advanced University degree in Data Science, Statistics, Computer Science or Economics or similar or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Minimum 5 years working experience with data analytics and summarizing data for business.
  • Experience in projects implementing assurance controls through data analytics and/or data automations.

Language:

  • Fluency (level C) in English language.
  • Any other UN languages, a plus.

MORE ABOUT YOU

  • Experience with data storing and retrieving skills on cloud platforms.
  • Experience with managing business processes, issues, and approaches for the provisioning of humanitarian assistance via digital solutions is highly desirable.
  • Experience leading data strategy and assurance projects for humanitarian operations.
  • Experience using visualization tools (preferably Tableau) and setting up dashboards.
  • Advanced SQL and python/pandas skills.
  • Experience in working and managing multicultural teams is desirable.
  • Ability to effectively engage, communicate and coordinate with senior and different types of stakeholders.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • The selected candidate will be employed on a limited fixed-term contract of 1 year renewable.
  • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Munich, Germany or Rome, Italy, and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
