Job Purpose and Organizational Context

The insurgency driven conflict in the Lake Chad Basin, including Northeast of Nigeria has been longstanding and has caused undesirable consequences in terms of loss of lives, created multi-tiered intergenerational grievances, destroyed socio-cultural and socio-economic systems, and remains a threat to immediate, medium, and long-term transformation of the affected territories in Nigeria, including Borno, Adamawa and Yobe States. Borno has seen a significantly higher impact and the insurgency there has gone through a variety of phases and is marked by cycles that are connected with several factors.
By September 2021, the insurgency in Northeast of Nigeria had taken an unprecedented turn leading to large number of individuals exiting the conflict and presenting themselves to security authorities, largely in Borno State, but also in neighbouring countries. Moreover, sustaining this momentum of exits presents challenges to effective process of handling and treatment of the individuals led by government authorities and ensuring their reintegration into communities amidst an ongoing conflict, an internal displacement situation and significant intergenerational grievances stemming from the longstanding conflict.

Following the 11th EDF EU implementation of the Support for Reconciliation and Re-integration of Former Armed non-state Combatants and Boko Haram Associates (S2R), from 2019 to 2023, by the United Nations consortium composed of the International Organization for Migrations (IOM), the United Nations Development Programme (UNDP), and the United Nations International Children’s Fund (UNICEF) for the benefit of conflict-affected persons in Borno, Yobe, and Adamawa States (BAY).  The second phase “Support for Disengagement, Review Reintegration, and Reconciliation of Persons formerly associated with Non-State Armed Groups (NSAGs) in Northeast Nigeria” (SD3R), would be implemented as a follow-up programme of EU called support for the Disengagement, Review, Reintegration, and Reconciliation of Persons formerly associated with Non-State Armed Groups (SD3R). This new phase aims to promote peace and stability in North-East Nigeria through a community-driven reintegration and reconciliation process for former combatants and associated persons of Non-State Armed Groups (NSAGs), the Civilian Joint Task Force (CTJF) and vigilante group members across BAY States.
This second phase includes the United Nations Office on Drugs and Crime (UNODC) as an additional implementing partner to strengthen the government strategies to combat terrorism and support the judiciary among other actions previously implemented with the support of the EU. This action can also draw on achievements as well as identified gaps and needs of two previous Counterterrorism (CT) criminal justice projects funded under the Instrument contributing to Stability and Peace (IcSP) (2013 – 2015, 2016 – 2017).

Additionally, the SD3R will contribute to achieving SDG: 16 [Peace, Justice, and Strong Institutions], SDG on Gender Equality and women and girls’ empowerment, and to DAC code 1: Civilian Peacebuilding, conflict prevention and resolution. Moreover, this Action will take place in the framework of the Peace and Governance Team Europe Initiative where the EU and several EUMS (France, Spain, Germany, the Netherlands, and Ireland) are already involved.  The SD3R will additionally support authorities to effectively investigate and prosecute individuals accused of terrorist offences in the North-East, to ensure there is meaningful accountability and redress for serious crimes. Additionally, the SD3R will focus on Voluntary Security Outfits, such as the Borno State Civilian Joint Task Force (CJTF) and supports the Federal agenda on Small Arms and Weapons Management. Therefore, this programme will provide an appropriate and contextually-structured process for the reintegration of selected CJTF and other vigilante groups, in conjunction with wider community safety and security planning.

To this background, the UNDP seeks to recruit an Information Management Associate to assist the Reconciliation and social cohesion unit in the NE Sub-office. Under the overall supervision of the Programme Specialist and guidance of the Community Mobilization and Reintegration Specialist, the Information Management Associate, works to enhance the development and effectiveness of UNDP Reintegration and social cohesion unit by strengthening the DREAM data base system.

Specifically, the Information Management Associate will conduct database and information management services by entering collected data of specific beneficiaries into the DREAM IMS data management system and organizing them into stages of registration, call center, and rehabilitation. The primary objective of this task is to populate DREAM IMS with data collected by program staff and manage the movement of data from the registration stage to the final stage of rehabilitation. Additionally, the scope of work includes generating integrated list of consolidated beneficiaries, compiling, and verifying the data, and accurately inputting it into the DREAM system. Regular data briefs will be required to be provided to the UNDP Reconciliation and social cohesion team, and copies of data and related materials stored in an organized manner to optimize retrieval. The scope also encompasses performing any other duties that may be assigned in relation to database and information management.

Duties and Responsibilities

Scope of Work
Under the direct supervision of the Programme Specialist and guidance of the Community Mobilization and Reintegration Specialist and in close collaboration with the Reintegration and social cohesion team Project Team in the Sub-Office, the Information Management Associate will be required to support the implementation of the Information Management components of the reintegration and social cohesion programmes towards the following functions:

a)   Data Entry and Management:

  • Support in Identifying information and requirements for entering collected data of specific beneficiaries into the DREAM IMS data management system and moving them to the different stages: Registration; Call center; Rehabilitation.
  • Ensure information accuracy and assist in the verification of accuracy of the received data into the DREAM IMS system.
  • Collate and manage disarmament records and upload relevant documents/forms and assist the RSC unit to record financial information on DREAM IMS.
  • Support in the management of reintegration program information (vocational skill training, micro-enterprise development training, education, health-related training).
  • Close cases upon completion of reintegration.

b)   Report Generating and Analysis:

  • Support the RSC unit in the generation of reports on information from various modules.
  • Monitor and evaluate data for reporting purposes.
  • Analyze data to support the RSC unit to gain insights on decision-making.

c)   Document Scanning and Storage:

  • Scan, upload, and store data and related materials.
  • Ensure data and materials are stored in an organized manner for efficient retrieval.

d)   Reporting and Communication

  • Prepare monthly reports on the progress made in data entry activities.
  • Collate an integrated list of Voluntary Security Organizations consolidated from UNDP’s engagement with the VSO institutions, compile, verify accuracy and reliability of the reported data.
  • Provide updates on any challenges or issues encountered during the data entry process.

Required Skills and Experience

Education:

  • Secondary Education is required.
  • University Degree in Social / Political Science, International Development, Conflict-resolution, and Peace-building or related field will be given due consideration, but it is not a requirement.

Experience:

  • Minimum 6-years (with secondary education) or 3 years (with bachelor’s degree) of professional working experience in social development, community development, communication, information management and/or poverty reduction is required
  • Proven experience in result-based reporting, public relations/communication.
  • Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system.
  • Experience in good knowledge of community-based Reintegration in Northeast Nigeria, Experience in social cohesion and peacebuilding
  • Prior experience on monitoring and evaluation is an asset.
  • Past experience working with UNDP / UN is an asset.
  • Experience in post conflict environment is a strong advantage.
  • Knowledge/experience of socio-economic, culture, and community development issues in the North-East Nigeria and Lake Chad Basin region is an asset

Language:

  • Fluency in written and spoken English is required.
  • The ability to communicate effectively in Kanuri, Hausa, or any other local language spoken in the NE region is required
