Result of Service
Expected Results: 1. A detailed analysis of digital transformation initiatives, categorized by activities, projects, and programs across all UN entities active in Indonesia. 2. Actionable insights and strategies for future UN digital cooperation and AI initiatives, aiming to close gaps and leverage opportunities identified through the mapping exercise. Major Tasks: 1. Engage United Nations entities in Indonesia in data collection through surveys, interviews, and desk research of Information Management System data, reports, and external resources. 2. Conduct a thorough mapping exercise to identify and categorize digital transformation efforts among UN entities in Indonesia. 3. Analyze existing digital cooperation activities and identify gaps and opportunities in alignment with global and regional digital cooperation frameworks. 4. Compile a comprehensive report detailing findings, including a strategic overview of initiatives, technology types used, lessons learned, and recommendations for future directions. 5. Provide inputs for the Common Country Analysis to reflect digital transformation within the new Cooperation Framework cycle. Supporting Information: 1. The subjects may include but are not limited to Digital Cooperation, AI, big data, IoT, cloud computing, fintech, etc. 2. The RCO office will provide access to existing literature, data, policy frameworks, and reports that serve as reference or input to the consultant’s activities. 3. Key documents include the Secretary General’s roadmap for digital cooperation, Our Common Agenda Policy Brief 5, the Global Digital Compact, AI readiness assessment of UNESCO, ITU report on UN activities on AI among others.
Work Location
HOME BASED The Individual Contractor is paid based on deliverable and is not expected to work from the UN offices. Scheduled check-ins, interim reviews of deliverables for feedback, and a final debriefing session will be arranged with the RCO team

Duties and Responsibilities
a) Scope of work: description of services, activities, or outputs The Individual Contractor is expected to conduct a mapping exercise among all UN entities active in Indonesia (Resident and non-Resident) on their activities, initiatives, projects and/or programmes in the field of Digital Cooperation, Artificial Intelligence (AI) and other emerging technologies which includes the following activities: – Conduct mapping exercise to identify and categorize activities, projects, and programs related to Digital cooperation and strategies among UN entities in Indonesia. o Collect data utilizing surveys, interviews, and meetings and by conducting desk research. o Map policy areas that the UN Country Team engages on with government and the existing gaps on digital cooperation and emerging technologies, in alignment with the Secretary General’s roadmap for digital cooperation and its 8 key areas for action (universal connectivity, digital public goods, digital inclusion, capacity building, protection of human rights, global cooperation on artificial intelligence, trust and security, and effective architecture for digital cooperation), Our Common Agenda Policy Brief, and Global Digital Compact’s aim to address complex digital issues, including connecting the unconnected, avoiding fragmentation of the Internet, and protecting digital rights. o Map existing activities, projects, and programmes of UN entities on digital cooperation, AI and other emerging technologies, which may include:  Analyzing the potential transformative impact of technology, innovation, and digital transformation on the achievement of UN mandates [QCPR: 2.4.13]  Providing advice to government on the use of new technologies and innovation to achieve the SDGs [QCPR: 2.4.13]  Policy and national legislation development e.g. national technology, data or AI strategies  Providing advice to government on policies for an inclusive digital economy and society [QCPR: 2.4.13]  Human and institutional digital capacity building, Protecting human rights and human agency in the digital age  Promoting digital trust, security and stability  Coordination of multistakeholder cooperation in the digital space among Governments, the private sector, civil society, international organizations, academic institutions, the tech community and other stakeholders;  Achieving universal meaningful connectivity, including issues of financing, access, adoption, and usage  Connecting government with technology actors regionally and internationally  Facilitating the discovery, development, use of, and investment in digital public goods  Fostering dialogues on the future of technologically driven change o Map internal practices that align with norms, such as the High-Level Committee on Programmes (HLCP) work on AI and Ethics. o Compile a comprehensive report detailing agencies, activities, available capacity/resources, alignment with the 8 key areas for action, technology types, results achieved, lessons learned, challenges faced, timelines, governmental and non-governmental partners, and available public reports. Here, the agencies should clearly indicate who are their governmental and non-governmental partners in each Digital Transformation initiative. • Identify gaps and opportunities and provide recommendations for future UN digital cooperation and AI strategies in Indonesia. o Based on the analysis on the relevant policy areas, existing capacity of the UN agencies in Indonesia, and analysis on digital transformation and AI, identify gaps and provide actionable recommendations for UN in Indonesia. o Provide inputs to the draft Common Country Analysis to ensure that Digital Transformation is well reflected in the new Cooperation Framework cycle. • Deliverables: o An annotated workplan, including timeline and approach. o A mid-term summary presentation to the relevant UN colleagues including UN Country Team. o A detailed mapping report, in accessible formats, as per the outlined criteria. The report shall contain in annex the tools, references, and other relevant information as required. Recommendations for future UN digital cooperation and AI strategies in Indonesia shall be included. All activities above will consider the UN HLCP guidelines on AI and Ethics. b) Briefly describe the project rationale / background and the objectives of the project Digital Cooperation has increasingly become a central priority for the United Nations: • The High-level Panel on Digital Cooperation was established by the UN Secretary-General in July 2018 and in 2019 submitted a final report “The Age of Digital Interdependence”. • In the General Assembly declaration on the commemoration of the 75th Anniversary of the United Nations, (September 2020) the leaders of the world recognized the importance of technology as a fundamental global issue and pledge to “improve digital cooperation” to be able to maximize the benefits that digital technologies can bring while curtailing risks. Global leaders also agreed that “the United Nations can provide a platform for all stakeholders to participate in such deliberations.” • The UN Secretary-General’s Roadmap for Digital Cooperation provides a vision and steerage for a digitally interdependent world. It lays out actions for the global community to CONNECT, RESPECT, and PROTECT people in the digital age. The Roadmap is a call to connect all people by 2030; respect human rights online; and protect the most vulnerable from the potential risks of digital advancement. The latest update on the implementation of the Secretary-General’s Roadmap for Digital Cooperation was published in July 2022. • The Secretary-General has also reiterated this call to “protect the online space and strengthen its governance” through his Common Agenda. In May 2023 the Secretary-General issued the Our Common Agenda Policy Brief 5 on ‘A Global Digital Compact – an Open, Free and Secure Digital Future for All.’ • Late 2023 the UN Secretary-General established an Artificial Intelligence Advisory Body that has launched its Interim Report: Governing AI for Humanity in December 2023. During the SDG Summit in 2023, Digital Transformation was launched by the Secretary General as one of the Transformations that are scientifically proven to be an accelerator in achieving the SDGs. The results of this mapping for the UN in Indonesia will also allow to learn where good practices have been established and where gaps still exist in advancing on the SDGs. Digital cooperation must keep pace with the accelerating shift towards a digital world, otherwise we risk a growing digital divide. The COVID-19 pandemic has underscored our reliance on digital technology and is an urgent call to address how we can use and safeguard digital technologies to help all people. Digital divides obstruct progress on the Sustainable Development Goals (SDGs) amidst digital transformation and growth. With 2.6 billion people lacking internet connectivity in 2023, investment is needed in digital infrastructure, skills, and affordability. The areas for policy advocacy and accelerating measures supported by the UN development system include: universal connectivity, digital public goods, digital inclusion, capacity building, protection of human rights, global cooperation on artificial intelligence, trust and security, and effective architecture for digital cooperation. c) Briefly describe the context of the required services, and why hiring CICs is crucial to the office. In Indonesia, the United Nations has recognized the centrality of digital solutions in the UN Sustainable Development Cooperation Framework (2021 – 2025) under Outcome 4: Stakeholders adopt innovative and integrated development solutions to accelerate advancement towards the SDGs. There is however a need to map what the United Nations in Indonesia is doing in the field of Digital Cooperation and AI. This mapping will allow the UN to support the Government and other stakeholders more strategically in this very fast-moving field and to facilitate participation of Indonesia in regional and global platforms on Digital Cooperation and AI to ensure that the Southern voice is reinforced. d) Emphasize the relevance/purpose of the work required and how it is linked to the project context The work will contribute on the following: · To provide a strategic overview of the UN’s digital initiatives in Indonesia, facilitating informed support and guidance for digital transformation efforts. · To enhance collaboration and alignment among UN entities and with external stakeholders, promoting a cohesive approach to digital cooperation and AI. · To contribute to global and regional digital cooperation discussions, reinforcing the Southern voice and ensuring inclusive digital advancement. e) List and describe the stakeholders for the project. The primary stakeholders of this consultancy are the UN entities who are a member of the UN Country Team for Indonesia. The secondary stakeholder may include the Government of Indonesia, civil society, the private sector, international organizations, and academic institutions. f) If applicable, explain thoroughly the peculiarity of the setting of the project or the work required, if any (e.g., security risks involved in conducting the work in certain communities, certain cultures and practices unique to the stakeholders, etc.) Indicate general background information on the context of the engagement and background. • Individual Contractor is expected to work under off-site (remote) working. • UN Indonesia is committed to diversity and inclusion within its workforce, and encourages all candidates, irrespective of gender, race, sexual orientation, nationality, culture, appearance, socio-economic status, ability, age, religious, and ethnic backgrounds, to apply to become a part of the organization. More information on UN’s commitment to diversity and inclusion: https://www.un.org/disabilitystrategy/. • The Individual Contractor will be supervised by the Head of RCO at the UN Resident Coordinator’s Office (RCO), to whom they/them will be directly responsible to, reporting to, seeking approval/acceptance of output who is supported by other colleagues of the RCO. • The detailed workplan should include a timeframe of the deliverables. The Individual Contractor is expected to send weekly updates of the work progress to the supervisor. First step for the Individual Contractor is to draft an annotated workplan and upon approval from the supervisor to continue with other outputs. • To ensure progress in an adequate manner, the supervisor can arrange meetings with the Individual Contractor at the RCO premises (or online) or can help to organize meetings with other UN agencies relevant for the successful outcome of the deliverables.
Qualifications/special skills
A Bachelor’s degree in Information Technology, Computer Science, Artificial Intelligence, Digital Communications, International Relations, or other relevant fields that provide a strong foundation for understanding digital transformation and its global implications. A Master’s degree or higher in the above-mentioned fields or related areas is desired. At least three years of professional experience in digital transformation, digital cooperation, artificial intelligence, or closely related fields, with a bachelor’s degree. This includes experience in conducting research, data analysis, policy analysis, and report writing in the context of technology and innovation.
Languages
o Fluent in written and spoken English is required. o Fluency in Bahasa Indonesian is an asset.
Additional Information
The objective of this consultancy is to ensure that the United Nations’ efforts in digital cooperation align with the rapid advancements and shifts towards a digital global environment. This alignment is crucial to prevent the exacerbation of the digital divide and to support the achievement of the Sustainable Development Goals (SDGs) through enhanced digital inclusivity and cooperation. The consultancy’s activities will directly support the Unit’s work program by providing a detailed mapping and analysis of digital transformation initiatives, thereby facilitating strategic planning and implementation of digital cooperation projects and initiatives in Indonesia.
