ORGANIZATIONAL CONTEXT

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihood support as the needs of the target population evolved. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalizing the food value chain in the earthquake-affected regions.

The job holder reports to the Head of the Area Office in Gaziantep or the designate. At this level, the job holder is expected to take responsibility for The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. In Turkiye, WFP currently provides humanitarian assistance to vulnerable people in the form of cash-based transfers in the camp programme, supports vulnerable households both National and Refugees in protecting and improving their livelihoods through skills training and applied training activities as well as supports Early Recovery Programming mainly in Hatay.

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the Head of the Mersin Field office will be responsible for the following duties:

  1. Lead the program team overseeing the implementation of a wide range of projects at the Field Office level.
  2. Provide management support to specific and defined projects of considerable size/complexity, in compliance with WFP standards and procedures and ensuring a coordinated approach with the Area Office and the Country Office.
  3. Recommend and implement, as appropriate, timely solutions to identified bottlenecks in project implementation.
  4. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programs, and activities.
  5. Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision-making and consistency of information presented to stakeholders.
  6. Liaise with internal and external counterparts, including Country Office line Units, local authorities, and Cooperating Partners to ensure effective collaboration for project delivery, and highlight and address potential risks.
  7. Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries, and other partners in the field of food security.
  8. Support the identification, development, and management of new partnerships.
  9. Facilitate donor missions and other visits to project sites.
  10. Represent WFP in regional thematic/coordination forums when needed.
  11. Support the capacity building of WFP staff in management and operational planning by answering queries and contributing to updating training materials, manuals, and guidelines.
  12. Deputize for the Head of Area Office and act as Officer-in-Charge in her/his absence.
  13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience:

  • At least one (1) year of post-graduate professional experience in Programme implementation. Experience in managing a medium-sized team is required.

Language: Excellent written and oral communication skills in English, and Arabic is a plus.
