This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of the Chief Information Officer, (M/CIO), at the U.S. Agency for International Development (USAID).

Duties

  • Serve as a team lead in the use of existing, new, and innovative methods to to research, analyze, evaluate, design, and test all aspects of securing computer systems, networks and data structures.
  • Independently develop and lead others in the creation of new concepts for improving secured system and data architectures/processes and incorporate them into effective integrated information system plans and designs.
  • Establish detailed plans, goals, objectives, requirements, and criteria for a complex or high-value management process and systems.
  • Propose revisions to business processes; research, analyze, evaluate, and design security architecture, data architectures to enhance information and knowledge management.
  • Prepare and present highly technical information including the results of research, studies, and proposals in a manner that enables understanding by non-IT recipients.
  • Prepare business cases for IT investment, including developing justifications for investments, calculating cost/benefit and return on investments, conduct supporting analysis, and drafting narratives.

Qualifications

Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.

To qualify for the position of IT Specialist (INFOSEC), (GS-2210-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.

BASIC REQUIREMENT:

Applicants must have IT-related education and/or experience demonstrating each of the four competencies listed below at a proficiency equivalent to the next lower grade level in federal service.

Attention to Detail – Is thorough when performing work and conscientious about attending to detail.

Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized Experience GS-14; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Create cloud-based applications and maintained cloud infrastructure; (b) Configure infrastructure components such as networking and security services; (c) Establish detailed goals, plans, and requirements for complex or high-value management processes and systems; (d) Responsible for conducting evaluations and presenting technical material to meet the needs of the organization; AND (e) Prepare and present highly technical information to non-technical audiences.
