The International Food Policy Research Institute [IFPRI] with support from the CGIAR Initiative on NEXUS Gains is completing a series of research activities and outputs for which the institute seeks the support of an individual consultant with the following 2 tasks:

I. NEXUS Gains Initiative Uzbekistan study

Background:

In Uzbekistan, gender equitable climate and agrarian policies are hampered by near absence of gender disaggregated data. There is little evidence on women’s access to assets, agriculture extension, mechanization, and energy. To this end, IFPRI is implementing a study that uses a diagnostic survey, choice experiments, and impact evaluation, to study women’s empowerment and how it relates to access and use over productive resources and assets in agriculture, particularly land, irrigation, and agricultural mechanization. In addition, with support from the CGIAR Gender Impact Platform the study aims to develop understanding of climate change induced shocks and stressors and how these relate to women’s empowerment and energy access.

Activities:

• Prepare presentation on initial survey findings linking WEAI [Women’s Empowerment in Agriculture Index] and various indicators
• Develop paper on Women’s empowerment, energy access and climate change with IFPRI staff
• Develop blog on survey findings linking WEAI and key indicators

Deliverables:

1. Submission of presentation with survey findings

2. Submission of blog on WEAI

3. Submission of Draft paper with literature review, and empirical evidence

4. Submission of Final paper considering reviewer comments

Level of Effort: 25 days

II. NEXUS Gains Initiative Energy activity

Background:

Under the CGIAR Initiative on NEXUS Gains, IFPRI has collected data in 3 Asian and 1 African country and wants to finalize a series of outputs. This includes the preparation of 3 policy briefs and the publication of two draft papers.

Activities:

• Draft 3 policy notes
• Finalize three policy notes

Deliverables:

5. Development of draft indicators for the 3 policy notes

6. Development of draft policy notes

7. Finalization of 3 policy notes

8. Prepare 2 draft papers for working paper/journal submission

Level of Effort: 25 days

Contract period I-II: Receipt of signed contract to June 30, 2024

Total Level of Effort: 50 days

Qualifications:

• Master’s Degree or higher in social sciences
• Demonstrated experience with working with large data sets, including WEAI analyses
• Demonstrated experience of collating and publishing policy notes
• Demonstrated understanding of rural energy topics
