What will you do?

  • Support the implementation and management of social protection activities, ensuring a coordinated approach with wider programmes (nutrition, school feeding, food systems & livelihoods, relief) that comply with WFP standards and procedures.
  • In collaboration with the Social Protection Unit at the Country Office, assist stakeholders of government to identify and analyse policy problems, and mobilize support and technical expertise for the design and delivery of suitable social protection solutions.
  • Coordinate and liaise with CPs, UN Agencies and other actors, and the government (especially the Ministry of Labour and Social Affairs) on the identification of innovative programmes and delivery strategies including developing action plans with partners and communities.
  • Provide specialized project management support to WFP programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Support the development of a long-term vision and strategic approach for WFP’s engagement in social protection in Galmudug. Contribute to the design and management of a portfolio of social protection programmes that effectively meet food security and nutrition needs.
  • Identify and strengthen social protection programmatic partnerships with relevant Galmudug Ministries and Agencies, UN agencies and CPs to improve the effective delivery of WFP projects.
  • Facilitate and coordinate capacity-building initiatives for AO and CPs’ staff and government entities to strengthen skills and competencies to deliver quality social protection activities and results.
  • Manage the preparation and dissemination of timely analytical and critical reports, and knowledge products for internal and external use that position and strengthen the credibility of WFP as a partner in social protection.
  • Act as a focal point for intervention proposals from CPs including: – Review of proposals along with implementation caseload, geographical coverage, transfer modalities and minimum expenditure basket, as well as the budget line items (keeping in mind the CSP rates)
  • Prepare notes for records (NFRs) for Technical Units’ review and endorsement by the Country Office
  • Review/ analyse and present CPs proposals for management approval and where applicable, adopt/implement recommendations in revised NFRs or budgets.
  • Manage and coordinate Field Level Agreements with NGO Cooperating Partners (CPs), including communication and documentation.
  • Prepare a range of reports (e.g. monthly & quarterly reports), and data analysis (e.g., project sites surveys, food assistance needs, resource utilization, programme status & performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control, including reviewing and processing CPs’ invoices in collaboration with support services units at the Area Office and Country Office.
  • Coordinate beneficiary data management platform (SCOPE) to facilitate assistance to beneficiaries guided by existing field-level agreements with NGO cooperating partners.
  • Perform any related duties as required.

Do you meet the minimum requirements?

Education: Completion of secondary school education. Diploma or bachelor’s degree is desirable in International Development Assistance/Affairs, Development Studies, Economics, Social Sciences, or any other field relevant to international development assistance.

Experience: Has at least six (6) years of relevant experience in emergency assistance and programmes related to Social Protection and Safety Nets preferably with UN/INGOs or diploma and or bachelor’s degree with three (3) years of relevant experience in the same or similar fields.

  • Proven experience in the field with ability to work independently on technical matters with minimum supervision.
  • Experience working with donors and establishing creative partnerships.
  • Excellent writing and presentation skills in English.
  • Understanding of cash-based programmes in humanitarian context
  • Training and/or experience utilizing computers including word processing, spreadsheets and other WFP standard software packages and systems.
  • General Knowledge of UN systems and policies, rules, regulations, and procedures governing administration.
  • Knowledge and experience in WFP interventions in Somalia is an added advantage.

Language: Fluency in oral and written communication in English and Somali.
