The RCO is mandated to support the RC and UN Country Team to ensure effective coordination and liaison for the delivery of results of the UN Cooperation Framework undertaken by the respective UN agencies. The introduction of UN Business Operations services is required to support field operations and the way these services are developed and delivered. The continuing drive for cost-effectiveness, timeliness, and quality of service provision creates a need for effective service delivery models.

The UN Secretary-General emphasized Joint/harmonized business operations strategies to help optimize UN operational activities at the country level by eliminating duplication and leveraging economies of scale and comparative advantages. The development and implementation of Business Operations Strategy (BOS) 2.0 has become mandatory for all 131 UNCTs across the globe. The aim of the common business operations at the country level is to ensure that programme delivery is supported effectively and efficiently. This means the provision of common business operations at lower costs, greater responsiveness, improved quality, and timely operational support to participating UN entities. Means to achieve this include the collaborative provision of common services under the Business Operations Strategy (BOS), provision of services by Common Back Office (CBO), facilitated and supported by co-location of UN entities at common premises and acquiring services from the Global Shared Services (GSS).

The OMT provides recommendations and support to the UNCT on business operations matters and acts as a conduit to have UNCT decisions related to issues of common operational interest and efficiency initiatives implemented. As one of the thematic Interagency Working Groups for the UNCT in Pakistan, the OMT will support the UNCT’s strategic priorities and annual work plans.

Due to the enhanced role of the OMT, and to take forward the agenda of efficient use of resources and common business services including development and implementation of BOS 2.0, annual review exercises of BOS 2.0 and UN premises data review, UN House/land management committee, and local salary survey committees, the UNCT agreed to have enhanced role of the secretariat support for OMT at RCO. The Coordination Analyst for the OMT and BOS 2.0 will work under the direct supervision of the Team Leader of the RCO and the Chair of OMT and will be engaged in the development and implementation of BOS, annual review exercises for the BOS and UN premises, managing the secretariat of the UN house/land management committee and the secretariat of the local salary survey committee (LSSC).

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities
To ensure effective coordination of operations processes as well as facilitate smooth working of OMT, LSSC, and the UN House/land management committees, the RCO requires a Coordination Analyst to manage all the functions. The post holder will report directly to the RCO Team Leader (Head of RCO) and the Chair of the OMT. Within delegated authority, the Coordination Officer (OMT and BOS) will provide substantive support to the UN Country Team (UNCT) and Operations Management Team (OMT) to scale the implementation of BOS and also support the design and implementation of Common Premises and Common Back Offices when applicable. More specifically, the incumbent will be responsible for the following key functions:
  1. Management of the Secretariat of the OMT, LSSC, and UN House/Land Management Committees.
  2. Coordinate and provide technical support during the development and implementation of BOS 2.0
  3. Coordination and technical support to the UN agencies, funds, and programmes during the annual review of BOS 2.0 and the UN premises review exercise
  4. Coordination support to OMT and its working groups.
  5. Management of financial and budgetary matters of OMT and its working groups.

Technical advise to the RCO for managing the secretariat of Operations Management Team (OMT)

  • Plan calendar of OMT meeting for the year in consultation with the Chair of OMT.
  • Organize monthly OMT meetings and prepare agenda, presentations, briefing material and talking points for OMT Chair.
  • Provide technical advise to the OMT Chair and Working Group Chairs on developing the annual workplan of OMT.
  • Coordinate with working groups of Operations Management team for convening regular meetings and BOS implementation.
  • Prepare various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provide substantive support to consultative and other meetings, conferences, retreats etc., to include proposing agenda topics, identifying participants, preparation of briefing packs/ documents and presentations, for the Resident Coordinator, Head of RCO and OMT Chair.
  • Support monitoring of the BOS implementation and identifying bottlenecks and facilitating solutions and contribute to scaling up of innovations at the country level.
  • Responsible for leading the BOS 2.0 annual review exercise and provide technical support to the OMT and working groups during the annual review of BOS 2.0, and Common Premises.
  • Ensure full compliance of OMT and BOS activities with UN rules, regulations, policies and strategies.
  • Research, analyze and present information gathered from diverse sources; perform country analysis and modeling; promote common data sets at country level.
  • Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
  • Responsible to provide secretariat support to the Local Salary Survey Committee and Management Committee on the UN Land.

Facilitate knowledge building and knowledge sharing

  • Participation in the trainings related to the efficiency initiatives such as BOS, Common Premises, Common Back Office, Global Shared Services Centers, Local Salary and Hardship Review Surveys etc.,
  • Design and deliver trainings to the UN AFPs on BOS, and Premises Review exercise.
  • Maintain the MS Teams sites to keep the record up to date and disseminate among the relevant stakeholders.
  • Ensure that all stakeholders are aware of the Teams Site and provide technical assistance in using and updating the team sites.

Ensure effective administration, coordination and implementation of OMT working groups

  • Coordination with working groups to ensure minutes of WG meetings and supporting documents are uploaded on Microsoft Teams sites for record and ready reference.
  • Prepare memos/circulars e.g. harmonized DSA rates, R&R, UN Holiday calendar, and other circulars etc.,
  • Coordination with relevant units of UN agencies for settlement of financial transactions.
  • Planning and tracking of common services budget and of Agencies contributions to the Common Services Account.
  • Undertake any other activity assigned by the OMT Chair and Team Leader at RCO.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Advanced university degree (Master degree or equivalent) in Business Administration, Management, Economics, or a related field is required. Or
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Up to 2 years (with master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience in project or program management, administration, or a related area, is required.
  • At least 3 years of experience working with UN or similar international organization systems policies, practices, and procedures is desired.
  • Experience in the UN inter-agency collaboration and development cooperation is desired.
  • Experience in delivering effective training programs and is an asset.
  • Certification in Business Operations Strategy (BOS) is desired.
  • Experience in operations management is desired.
  • Field experience in development sector is desired.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP is required.

Language requirements:

  • Fluency in English and in the national language of the duty station is required.
  • Knowledge of other UN official language is desirable.
