This position is Remote within the Bureau for Management, Office of Acquisition and Assistance (M/OAA). Located at USAID Annex, 500 D St SW, Washington, District of Columbia, United States, 20024, at the U.S. Agency for International Development (USAID).

Duties

  • Plan and execute the procurement of services to transport emergency commodities with very short notice for worldwide support by either ocean, air, rail or truck.
  • Issue freight tender solicitations, evaluate offers received, negotiate rates directly with carriers, approve booking notes/charter party documentation, and maintain a records management system.
  • Coordinate contracting freight forwarding activities with appropriate officials, monitor the issuance of export documentation, arrange for cargo inspection, and negotiate changes in cargo destination.
  • Monitor USAID’s compliance with cargo preference requirements under the Title II program.

Qualifications

Basic Requirements:

Basic Requirement GS-11/12: Undergraduate and Graduate Education: with a Major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience:

GS-11 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Planning and managing the international transportation of commodities via ocean shipping and air delivery; AND (b) Providing advice and guidance on policies, procedures, and support requirements for freight transportation.

GS-12 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Negotiating transportation agreements and carrier rates; (b) Monitoring contractor performance and assisting in contract terminations; AND (c) Serving as a Contracting Officer’s Representative.This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration.

Selective Placement Factor: Do you have experience in commercial freight contracting, air and ocean vessel chartering, U.S. flag cargo preference regulation and international freight solicitations?

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
