Organizational Setting

The FAO Indonesia in collaboration with the
Agriculture Quarantine Agency, Ministry of Agriculture (IAQA) is implementing the project on supporting biosecurity improvement in Indonesia. The Indonesian Agricultural Quarantine Agency (IAQA), Ministry of Agriculture has vital role in making sure that animals, plants and livestock coming in, transit and going out of Indonesia’s borders are in good health conditions. The agency has 52 offices throughout the country that mainly works at the border. The IAQA mandate is regulated under Act No. 21/2019 on Animal, Fish and Plant Quarantine which is the primary legal instrument covering prevention and quarantine.

Despite some advances, it is widely recognized that the existing applicable regulations still need to be improved to sufficiently prevent the entry of pest and disease into the Indonesia territory, including the development of regulation to control the movement of pest and disease between islands. Due to limited institutional capacities to prevent, detect, control, and respond to zoonotic diseases and health threats, the Ministry of Agriculture requested FAO to provide technical support in improving biosecurity system, as well as strengthening current capacity of IAQA-MoA officers in discharging their tasks across the borders in Indonesia.

Reporting Lines

Project Assistant on Biosecurity will work under the overall managerial administrative leadership of the Assistant FAO Representative – Programme, direct supervision of the Lead Technical Officer from RAP, and working closely with NC Biosecurity and Policy Analysis.

Technical focus

Biosecurity regulation, Capacity Building and Training, Project monitoring and Administration, Logistical Coordination and Event Planning

Tasks and responsibilities

•    Assist the National Consultant on Biosecurity and Policy Analysis in the preparation of Terms of Reference (TOR), meeting agendas, support the outputs monitoring, and other relevant project documents.
•    Prepare Minutes of Meetings (MoM) and ensure timely distribution to relevant stakeholders.
•    Coordinate and schedule meetings, workshops, and training sessions as required by the project team.
•    Provide administrative support to ensure smooth implementation of project activities, including logistical arrangements for workshops, trainings, and field visits.
•    Assist in maintaining project documentation, including project reports, work plans, and correspondence.
•    Support the consultant in liaising with government agencies, project partners, and other stakeholders as needed.
•    Assist in organizing and maintaining project-related files, both electronically and in hard copy.
•    Undertake other administrative tasks as assigned by the project team.
•    Perform any other related tasks as per requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 
Minimum Requirements  

•    Bachelor’s degree in a relevant field such as administration, project management, or related discipline.
•    5 years proven experience in providing administrative support, preferably in the context of development projects or consultancy assignments.
•    Working knowledge of written and spoken English.
•    National of Indonesia or resident in the country with a valid work permit.

Technical/Functional Skills

•    Work experience in more than one location or area of work, is desirable
•    Extent and relevant of experience in implementation of technical assistance projects, preferably in the areas of disease tracing/traceability
•    Extent and relevant of experience in providing technical reports
•    Availability to travel occasionally for project-related activities.
•    Strong analytical and problem-solving abilities, with the capacity to identify gaps and propose innovative solutions;
•    Availability to travel for field assessments and training programs

•    Excellent organizational skills and attention to detail, with the ability to manage multiple tasks and prioritize workload effectively.
•    Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook) and other relevant software applications.
•    Strong communication skills, both written and verbal, with the ability to interact professionally with diverse stakeholders.
•    Ability to work independently with minimal supervision and as part of a team in a fast-paced environment.
