This position is located within the Bureau for Resilience, Environment and Food Security (REFS), at the U.S. Agency for International Development (USAID), 500 D Street, SW., Washington, DC.
Specialized Experience:
GS-15: You must have 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level or higher. Specialized experience for this position includes: (a) Experience providing strategic planning, management, and advisory services for a broad spectrum of international resilience program operations across an organization; (b) Supervising a team of experts and professionals to ensure successful implementation of initiatives that promote an organization’s resilience and climate adaptation goals; (c) Utilizing data analysis and feedback to continuously improve messaging and develop communications strategies around impact of international resilience programs; (d) Collaborating with internal and external stakeholders, such as international partner organizations, and key influencers, to manage strategies and programs, foster relationships, and effectively communicate information about organizational objectives and achievements.

Given the technical nature of this senior position, experience working for a civilian agency or organization on international development or humanitarian communications is critical.
Do you have prior experience leading international resilience and/or climate adaptation programming and strategies for a civilian organization working on international development or international humanitarian issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements.
