ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

ITSGC Department Context

The Global Telecoms & Client Services (ITSGC) department within ITS provides global communications and client services, products, and support for all member organizations across the World Bank Group. Services provided by ITSGC include global network, unified communications (Telephony and Videoconferencing), end-user device and mobility service provisioning, IT support (Helpdesk, front-line IT support and IT training), as well as coordination and implementation of all infrastructure projects facing World Bank Group country offices.

Position Overview:

The ETC, Client Services will be responsible to provide audiovisual and videoconferencing operational support for meetings held at the World Bank Group’s headquarters in Washington, D.C. and in country offices. This position also entails providing internal and external facing streaming services and support including but not limited to: broadcasting, virtual live chats, audio quality, and recording. This role is part of the ITSCU unit under ITSGC.

Duties and Responsibilities:

•Build and support business critical video streaming solutions.

•Edit video recordings

•Manage recording and streaming infrastructure.

•Analyze and troubleshoot issues with streaming and recording.

•Manage, operate, and support digital signage.

•Evaluate new technologies and platforms for streaming.

•Train and guide other members of the AV/VC operations team.

•Act as project coordinator and subject matter expert on streaming and video conferencing initiatives.

•Work with Network Management team to participate in network and traffic analyses.

•Continuously work to improve the infrastructure architecture and integration of various elements to keep environment relevant to market needs.

•Make improvements to deliver timely, reliable, and flexible AV/VC operational service.

•Develop and maintain standard operating procedures and user guides.

•Resolve incidents and problems using IT best practice standards.

 

Selection Criteria

 

•Bachelor’s or Master’s degree with 2 years relevant experience OR equivalent combination of education and experience.

Role specific Experience:

•Expert in virtual platforms, including Microsoft Teams, Webex, and Zoom

•Hands-on experience in Taiden, Cisco, Tandberg, Polycom video technology, and WebEx

•Proven skills in live streaming protocols like RTSP, RTMP, SRT, and WebRTC

•Strong knowledge of Cisco (for Windows, IOS, Android) and WebEx client for mobile devices

•Knowledge of videoconferencing protocols such as H.323, SIP and audio / video standards

•Ability to quickly provide assistance to the WBG video services user community

•Proficient knowledge of the fundamental concepts of videoconferencing technolgy

•Hands-on experience with recording, livestreaming, and hosting.

•Hands-on experience with Kaltura, Microsoft stream, YouTube, IBM, or similar streaming technologies.

•Experience with basic video editing.

•Hands-on experience with CMS recording and streaming.

•Knowledge in Digital signage including maintenance and support.

•Ability to analyze and report AV/VC trends.

•Ability to apply problem solving strategies to evaluate and solve problems promptly.

•Copes effectively and is productive under work stress.

•Ability to deal sensitively in multicultural environments and build effective working relations with clients and colleagues both within and outside the organization.

•Requires strong analytic skills to create periodic statistical reports showing usage, demand, feedback, and volume of requests.

•Good understanding of relationship between IT Infrastructure assets.
