Org. Setting and Reporting
This position is located in the Warehouse and Commodity Management Section of the United Nations Missions in South Sudan (UNMISS), Juba. The Fuel Officer will report to Chief Fuel Unit or his/her designated official.
Responsibilities
Under the overall supervision of the Chief Fuel Unit, and within the delegated authority, the incumbent will be responsible to assist in managing petroleum, oils, and lubricants (POL) support and related services to the mission with the following duties. Lead, with minimal supervision, in the following areas: • Develop fuel plan for timely provision of POL products and related services that satisfy quality specifications is critical to fuel operations to support mission mandate. • Develop Quality Assurance Surveillance Plan (QASP) and provide guidance to define and implement as per mission requirement. • Establish the QASP criteria to measure the level of contractor performance Acceptable Performance Levels (APL). • Implement POL handling and management activities (acquisition, storage, distribution, quality check, delivery, and disposal), follow international standards governing fuels, lubricants, and handling/ storage and refueling equipment; and meet or exceed the requirements of applicable international specifications and domestic laws. • Monitor the provision of products and services according to the quality, health safety and environmental standards applicable to POL products and services. • Verification and monitoring of fuel operations emphasis on quality assurance program and fuel consumption controls for contractor compliance and contractor oversights. • Develop, maintain, and document quality assurance processes, quality control measures, QASP systems, policies, SOP and guidelines, and auditing technical processes. • Conduct and support on the quality assurance training of junior staff members and supervise subordinates. • Conduct occupational training such as Aircraft refuelling (or similar related aviation fuel training) including Airside Safety, Test Methods for Fuel Quality Control, Fire Prevention, and Pollution Prevention and Environmental Control Measures. • Lead the project in setting up of aviation fuel and ground fuel installation at Forward Operating Base and Temporary Operating Base in deep field sites and conduct site board as required. • Ensure that fuel usage by vehicles, generators, individual users, and contingents are monitored and analyze any major anomalies or patterns of inconsistent fuel consumption. • Develop standard operating procedures to assist in Fuel Unit Operations, develop equipment support requirements, contribute to budget development. • Develop and implement internal control measures for fraud prevention and implement a system to conduct daily, weekly and monthly reconciliation of fuel receipts and issues. • Develop, implement and update the Mission Fuel plan and the Unit’s work program. • Analyze historical fuel, oil and lubricants consumption and forecast future requirements by using Electronic Fuel Management System (EFMS). • Arrange for supply and distribution of fuel and associated products to end users to ensure that requisitions are properly verified and prepared in a timely fashion. • Ensure that mission strategic and local reserves are maintained at adequate levels at all times, at all mission locations. • Assist in development of new contracts for fuel and associated support services including preparation of Statements of Work, technical evaluations, requisitioning, preparation of presentations to Local Committee on Contracts. • Support or provide contract Quality Control (QC) and Quality Assurance (QA) to ensure that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Hub and State Fuel Cells on issues pertaining to safety, security and maintenance of fuel installations, fueling vehicles and equipment. • Assist in the preparation of audit responses and implementation in respect of fuel operations, QASP program, HSE control measures. • Perform other related work as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A valid Driver’s license, including the ability to operate a manual-transmission light vehicle in 4×4 conditions, is required. Technical or vocational certificate in Petroleum, Oil and Lubricants (POL) supply operations, project management or contract management from internationally recognized organizations is required. Training in Enterprise Resources Planning Tools (ERP) or another SAP-based application is desirable.
Work Experience
At least ten years of progressively responsible experience is required in four or more of the following areas: including a minimum of 5 years in fuel operations (1) the operation of field fuel installations and fuel handling procedures; (2) maintenance/repair of fuel equipment; (3) quality assurance/quality control procedures operations in a field environment; and (4) Safety, Health and Environmental procedures related to POL operations. The minimum year of relevant experience is reduced to five years for candidates who possess a first level University Degree. Experience in logistics operations, supply chain management, chemical, petrochemical or mechanical engineering is desirable. Experience in managing support services of international peacekeeping or military/field operations is desirable. Knowledge of the UN rules, regulations and working practices pertaining to UN peacekeeping or other field operations is desirable. Experience on Electronics Fuel Management System- latest version is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required.
