This position is located in the Office of the Secretary-General and reports directly to the Secretary-General.

The Chief of Staff leads the work of the Office of the Secretary-General and provides strategic advice and managerial and logistic support to the work of the Secretary-General. The incumbent’s responsibilities include:

a) Acts as strategic adviser to the Secretary-General on matters related to relations with Members, UN entities, and other key stakeholders and coordinates and manages the Secretary-General’s engagement with these constituents;

b) Ensures that the Secretary-General’s interactions with all relevant stakeholders inside and outside the organization are coordinated through the provision of high-quality preparatory work and briefing material;

c) Supervises the work and engagements of the WMO UN Office in New York;

d) Manages the budget of the Secretary-General’s office;

e) Directly supervises the staff in the Secretary-General’s office and ensures high quality of work of the office vis-à-vis internal and external stakeholders. Specifically, provides quality assurance for communications, initiatives, and activities emanating from the SG’s office;

f) Ensures that advice and information on cross-cutting issues is coordinated with all relevant offices in WMO prior to submission to the Secretary-General;

g) Initiates, monitors, and follows up on corporate initiatives and projects on behalf of the Secretary-General;

h) Supports the Secretary-General in prioritizing meetings and official missions, advises on protocol matters and supervises and provides guidance on the preparation and coordination of official visits;

i) Provides substantive backstopping to consultative and other meetings and conferences including the organization of staff meetings, by proposing agenda topics, identifying participants, preparation of documents and presentations etc.;

j) Collaborating with senior leaders in WMO, facilitates the translation of high-level direction by the Secretary-General into viable work plans, and ensures the implementation of those work plans;

k) Provides input and logistical support to the board of directors’ meetings;

l) Participates in or leads taskforces, working groups and meetings in support to and on behalf of the Secretary-General;

m) In coordination with the senior leadership team in WMO, ensures an integrated and results-based approach in the implementation of strategic and operational plans;

n) Provides advice to the Secretary-General on strategy development and implementation as well as on mechanisms for streamlining inter-departmental coordination;

o) Participates in the development of the corporate planning exercise and related new policy formulation;

p) On behalf of the Secretary-General, provides substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies and policy-making organs, as appropriate;

q) Plans and oversees the management of activities undertaken by the office of the Secretary-General in cooperation with the other members of the Executive Management and senior leaders in WMO;

r) In coordination with the Strategic Communications Office and other relevant internal stakeholders, ensures high quality support to the Secretary-General’s outreach and representational activities;

s) Performs any other tasks as assigned by the Secretary-General.

QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent degree) in political science, diplomacy, management, or related discipline.
Experience
• At least 15 years of progressively responsible experience working in diplomacy, national or international public administration, strategic management and planning, international development, or similar.

• Experience in international or multilateral organizations would be an advantage.

Other requirements
• Proven ability to draft high-quality reports, documents, and correspondence.

• Sense of responsibility, maturity of judgement and initiative as well as excellent interpersonal and communications skills.

• Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English and Spanish (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 106023
Annual post adjustment on initial salary is: US$ 93724 (in addition to the net base salary)
