• ADB Financial Management: (i) collect and independently reconcile financial data to ensure data accuracy in ADB’s Asset and Liability Management System (ALMS), design and generate financial reports in ALMS, apply the information for multi-currency asset and liability management analysis; (ii) take a lead role in preparing the necessary data inputs for Treasury reports and other financial management Board reports and presentations in close consultation with the Treasury Specialist; (iii) independently monitor the borrowers’ currency preference including the additional currency choice of the concessional borrowers and review its implication on ADB’s currency risk management; (iv) coordinate, review, and ensure accuracy of the debt allocation in iFIRST (ADB’s Treasury System) across multiple loan books and liquidity portfolios and review their impact to ADB’s rebate and lending rate calculation; and (v) provide analytical support in the review and formulation of guidelines/policies/instructions to ensure optimal and efficient utilization of ADB’s financial resources.
• Financial Administration of ADF and Other Special Funds: (i) provide analytical support for ADF or other special funds related financial matters; and (ii) take on responsibility to support the administration of ADF finances including donor contributions, payments and encashment and commitment authority.
• Research Work: (i) conduct independent research on practices of other multilateral development banks (MDBs), evolving banking and financial market regulations, and rating agencies methodology; and (ii) review and analytically examines financial information about ADB and other multilateral development banks including policies and practices of such institutions relating to financial policies, lending operations, borrowings, investments, financial indicators and others.
• Coordination/Liaison on Financial and ALM Issues: provide analytical support in ADB-wide initiatives and committees including the various funds and facilities proposed, interdepartmental comments on project and policy papers, and others.
• Perform other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
You will need:
• Bachelor’s degree in banking, finance, business administration or other related disciplines, preferably with advanced training
• At least 6 years relevant experience in in treasury operations
• Comprehensive knowledge of relevant Treasury instruments and ALM concepts,
• Proficient with computer software in common use at ADB and similar multilateral banks, as well as specialized Treasury related software
• Proficient in use of computer database to input and extract information, and to generate standard and ad hoc reports.
• Ability to liaise and work effectively with internal and external clients
• Ability to work collaboratively with teams as a constructive team member, and work with individuals from different cultural/national backgrounds
• Interpersonal skills
• Excellent oral and written communication skills in English, including effective report-writing skills
