JOB DESCRIPTION

Your Role

As a Senior Treasury Specialist, you will oversee local currency financing operations and mainstream currency loan hedging. This will include the conceiving, structuring, negotiation, and execution of bond issues and derivatives transactions both in international and domestic markets.

You will oversee and coordinate with both external parties (i.e., underwriters, rating agencies, regulators, external auditor) and internal departments including the Controllers Department (CTL), the Office of the General Counsel (OGC), the Office of Risk Management (ORM) regarding the processing of individual bond issues and related swaps. Oversee and manage ADB’s local currency operations in close cooperation with the relevant departments.

You will work with ADB’s operational departments in mobilizing currency and interest rate alternatives for sovereign and private sector borrowers, leading technical discussions and providing detailed cost-benefit analysis.

You will act as one of the key focal points within ADB for loan product-related issues for the local and mainstream currency operations, including with external parties (e.g., governments, central banks, commercial banks) and internal (e.g. regional departments, resident missions, private sector operations department) providing briefings, webinars and ad hoc interactions.

You will:

  • Support operational departments in conceiving financing arrangements for ADB projects.
  • Supervise the drafting of terms sheets and provide comments on loan agreements to ensure funding arrangements are correctly reflected.
  • Be responsible for the structuring and execution of funding arrangements with bonds and derivatives.
  • Interact with bond investors to generate demand for ADB local currency bonds.
  • Interact with central banks, governments and securities market regulators of ADB developing member countries in capacity building initiatives.
  • Liaise with stock exchanges and central security depositaries.
  • Explore green and theme bond issuance in local currencies.
  • Strive to consider new funding instruments and arrangements.
  • Supervise the performance of the team and of individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to individual staff and ensure their ongoing learning and development.

Qualifications

You will need:

  • Master’s degree or equivalent in finance or business; or University degree in finance, business, accounting and related fields combined with at least 5 years significant relevant professional experience can be considered. CFA is an advantage.
  • At least 10 years of relevant professional experience in international debt capital markets and derivatives.
  • Knowledge/experience in the use of Bloomberg / Refinitiv information and pricing platforms.
  • Knowledge/experience in the use of spreadsheets with advanced cashflow and pricing models.
  • Experience in pricing and issuing bonds and trading derivatives.
  • International experience working in several countries.
  • Familiarity with terms sheets and other legal documents to support debt, derivatives and FX transactions.
  • Experience working in a small team environment with leadership responsibilities.
  • Written and verbal proficiency in English and local language, as applicable.
