JOB DESCRIPTION

Org. Setting and Reporting
The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the security programs and activities of the United Nations System in Afghanistan. The incumbent of this position will work under the supervision of Chief of SIOC and overall guidance of the Principal Security Adviser (PSA) and the Chief Security Officer (CSO). The position is UNAMA funded and located in the Integrated Security Workforce (ISW), Kabul, Afghanistan. Position is based in Security Information and Operations Center (SIOC), UNDSS Afghanistan.
Responsibilities
Within delegated authority, the Security Information Analyst may be responsible for the following duties: • Advises and provides guidance to the Principal Security Adviser/Chief Security Officer (PSA/CSO) through the Chief, SIOC with regards to Country specific threats, in support of the SIOC’s focus on country-specific operations. • Contributes to preparation of security plans for a designated country, or geographic area by conducting regional and country-specific threat and risk assessments for the UN encompassing: a. Analyses trends of security incidents affecting the organizations of the UN System. b. Identifies, through field research of threat actors, the operating environment of the UN in liaison with host governments’ security interlocutors. • Develops security information requirements for the UN in all the regions within Afghanistan • Develops strategic assessments on trends of security threats in the region for dissemination to relevant clients. • Prepares topic assessments and early warning reports and indicators on security threats, as planning tools for ISW Senior Management. • Establishes and maintains dialog with local authorities and international institutions such as Red Cross/Red Crescent for coordination of efforts in the event of natural disasters. • Establishes lines of communication with focal points of the Inter-Agency Security Management Network (IASMN) for coordination of security threat assessment requirements; liaises with the Organizations of the UN System and Member States on the development of security threat information; liaises with field missions’ host governments’ security interlocutors to inform on threat actors and the operating environment of the UN; communicate with relevant clients to disseminate processed information on strategic assessments on trends of security threats in related regions. Maintains close collaboration and efficient work arrangements with UN System analysts in Afghanistan and neighboring countries, also with UNAMA Joint Analysis and Reporting Section (JARS) and Political Affairs Section (PAS). • Maintains continuing awareness of prevailing security conditions for region of coverage, developing technical knowledge and awareness of security threat environments, identifying probable threats by preparation of profiles of threat actors impacting the security environment in which the UN operates, and analyzing trends of security incidents affecting the United Nations, advising on potential impacts of threats on the relevant UN staff accordingly. • Ensures availability of strategic security threat information system by conducting liaison visits to make periodic checks to determine if system is functioning properly, ensuring information management systems are functional and in compliance with established Security Analysis Process and Practice Standards. • Prepares analytical reports on security incidents for all the duty stations within Afghanistan. • Performs other analytical and research assignments and tasks as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in political, military, or criminal science, international relations, or related fields. A first-level university degree in any of these fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. UN DSS Certification in Security Analysis Practice and Process (SAPP) is required Experience working as a Security Information Analyst in Afghanistan or within the broader South and Central Asia region is desirable

Work Experience
At least seven years of progressively responsible experience in applied military, police, or political predictive analysis is required. At least two years of international experience in a multilateral organization in the field of criminology or corporate security is required. Experience in the analysis of either security, crime, political, or military trends is desirable. Experience in the preparation of analytical statistical reports is desirable. Experience working as a Security Information Analyst in Afghanistan or within the broader South and Central Asia region is desirable UN DSS Certification in Security Analysis Practice and Process (SAPP) is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (oral and written) is required.
