JOB DESCRIPTION

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in Brazzaville, Republic of Congo. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

 

About the Program:

 

The Program for Sustainable Land Utilization (PUDT – Programme d’Utilisation Durable des Terres) is the largest program funded by the Central African Forest Initiative in the Republic of Congo, and one of the largest since the creation of the initiative in 2015. It is led by the (MATIER) Ministry of Land-Use, Infrastructures and Road Maintenance, under the auspices of the Prime Minister’s Office of the Republic of Congo. The program’s six objectives relate to sustainable agricultural practices, alternatives to current practices regarding wood-energy, stronger forest institutions and stakeholders, low-impact infrastructure and mining projects, well-informed land-use planning processes, and improved inter-ministerial coordination

 

Job Highlight:

 

Reporting to the Deputy Regional Director for Africa, you will contribute to the WRI component of the PUDT. You will provide expertise covering all the IT aspects required to develop the land-use planning portal, in particular the installation of servers and the management of the various geospatial databases to be produced as part of the Sustainable Land Use Program (PUDT). You will be responsible for the IT performance expected in the development of the spatial planning portal, the facilitation of database management, the monitoring/evaluation of the IT component and its deliverable as part of WRI’s contribution to the PUDT. You will integrate equity into your work.

 

What will you do:

 

Technical support for IT within the PUDT framework (70%):

 

  • Work with MATIER’s IT team on hosting procedures for the Land Use Planning portal
  • Install and configure the MATIER central server for geospatial data management
  • Create connections between the MATIER central server and the mini servers located in the GIS units of the PUDT sectoral ministries, to synchronize the central geospatial database
  • Contribute to the adaptation of the spatial planning geospatial data portal according to national needs and priorities
  • Develop scripts to integrate the various land use analyses into the portal according to the needs of the PUDT

 

Fundraising, Project Implementation, and Reporting (15%):

 

  • Under the IT component, support fundraising and proposal writing related to geospatial solutions in Congo and Central Africa
  • Support project implementation, donor reporting and M&E processes for the Forest Atlas and other WRI technical components in Congo and Central Africa
  • Support the fundraising strategy using information technology and other cutting-edge technologies

 

Outreach and Network Development (15%):

 

  • Strengthen the capacity of the MATIER IT team to manage the resources of the Spatial Planning portal
  • Contribute to WRI’s IT visibility in the Republic of Congo on land use planning. This will include presentations at external – and internal – meetings, including supporting the production of communication products (e.g. blog posts), and providing expert feedback to strategic media outlets
  • Support efforts to communicate WRI’s GIS data and offerings (including GFW tools and land use atlas data) to non-technical audiences and partners
  • Provide IT technical support to WRI experts and internal capacity building regarding IT needs.

 

What will you need:

 

  • Education: You have completed a bachelor’s degree in computer science or geomatics or equivalent. Relevant work experience in lieu of degree is accepted
  • Experience: You have 3+ years of relevant, full-time work experience in setting up web portals and managing geospatial servers and databases
  • Computer development (programming: Python, R, C++)
  • Database management (Postgres SQL, Postgis, Oracle, ArcGIS server)
  • Web site development (PHP, java, JavaScript)
  • Content management (CMS, ArcGIS portal, ArcGIS, Enterprise)
  • Networking (installation and management: routers, switches, etc.)
  • Cloud data management (VPN)
  • Experience with geospatial data and analysis
  • Client-server system management (remote connection)
  • Languages: You are proficient in spoken and written French and comfortable working in English
  • Requirements: Existing work authorization is required where this position is based. WRI is unable to authorize visa work authorization.

Salary is commensurate with experience and other compensable factors.
